RMAF JET ENGINE GONE MISSING!

I was awakened by a call from a friend this morning who had asked me if I knew anything about the news of a stolen RM50 million jet engine from the RMAF base at Sg. Besi, Kuala Lumpur. I replied that I knew nothing about the stolen jet engine, and he then asked me to quickly get the NST papers for the news.

Sure enough, the news was splashed in NST bottom front page and the story continued on page 9. I just could not believe in what I read; a whole jet engine i.e. a General Electric J8-21A afterburner turbojet engine for the F-5E Tiger 11 and RF-5E Tigereye, and including the service and maintenance record as well. I do not know whether to laugh or cry; a whole jet engine gone missing reportedly since late last year. This is a kind of story that makes a good movie, and I believe many producers from Bollywood would want to capitalised on such a story.

The news report says that a joint RMAF/PDRM investigation have revealed the involvement of four people i.e. three civilians and one RMAF personnel. It is believed that the engine is no longer in the country, and its whereabouts was not disclosed.

Obviously, there is a serious lapse in security at the RMAF base i.e. a facility that is guarded by armed RMAF personnel on a 24 hours basis, with no alternative route out, other then the one main entrance/exit route.

The concern now is what else are likely to be stolen. If a jet engine could pass the main gates, probably on a 3 ton lorry, I see no reason for smaller items to get pass as well. Could that small item be weapons, and weapons can be dismantled in smaller pieces, and hidden in the most inconspicuous places. As reported, the former Chief of Air Force who is currently the Chief of Defence Force has said that, “the stolen engine might just be the tip of the iceberg”, implying that there might be other equipments gone missing “as far back as 2007”. Or is he in the full knowledge that there are indeed other equipments missing, but kept under wraps.

Such a statement by a former Chief of Air Force does not bode well for the RMAF. And indeed, he has to accept a portion of blame and responsibility for the loss, that I would dubbed the 'mother of all losses'.

I suppose this loss is no big deal when compared to the PKFZ fiasco, or the costs overran for the double tracking electric train project. And when I called a friend to ask him for his views regarding this unusual loss, his reply was simply, “Malaysia Boleh”. And I suppose, if it was a whole aircraft gone missing, the reply would be the same.

I am curious to know what will be the action taken by the RMAF and the government over this incredible incident. Will there be heads rolling, and if there are, whose heads will fall first. Your guess is as good as mine.

Oh dear, first time in Malaysian history (maybe it is a world history) that an aircraft engine has gone missing from the custody of an airforce organization.

Shameful and unacceptable!

Plainly shows the organization inefficiency and incompetence.

I wonder what is next coming from the Armed Forces after this!

The present CDF is the former Chief of Air Force, wonder how he got the top job in the Malaysian Armed Forces when his KPI as the Air Force Chief is a total failure!!! What a clueless man the nation has to be in charge of the defense? Alahai Menteri Pertahanan!!! what a choice? Will the heads roll or just another "kambing Hitam" will be slaughtered.
It was also heard that the RMAF recently bought a new MB339 from Italy without the engine just the body-what a jerk!!!. Ada masuk akal ke.May be the one and only one in the world!!!!

If jet engine which is much bigger that the size of Perodua Kancil has being subject to theft in ATM secured area, I wonder what else can be missing too...

Maybe some Laser Guided Bomb or Missile can also be missing too?

Why don't our Defence Minister be missing too. I'm sure people (rakyat) will be gratitude if our Defence Minister gone missing one day... hahaha..

By the way... If this the standard of security our Armed Force are trying to show to us. If does I'm sure we'll be a laughing stock in the next LIMA and DSA convention and shows.

Nothing new. This nature of 'missing' has been going on for long time within the MAF, let it be the army,navy or air force. It could not happen without the help of corrupt internal staff working with the 'syndicate'. I will be surprise that the 'missing engine' will make its way back to the system either as a whole unit or as spare parts. The MAF logistics procurement system is not that fool proof.

'Habis duit raayat' but no one cares.

Rt Hon Minister of Defence and Chief of Air Force,

Would like to suggest the RMAF personnel involved in the case be tried under the Armed Forces Act 1972.

Since we are still technically under Emergency Rule, the crime could be considered treason with appropriate punishment.

The military leadership need to send strong message that such an act is totally unacceptable from members of the MAF who have sworn allegiance of loyalty to King and Country.

Saya nak minta tolong Dato komen kita punya PT91M prototype tu lah, takut lak nanti jadi macam kes ini bila masa akan datang, saya diberitahu PT91M nie ada 8 sistem yang bebeza yang menjadikan dia prototype.. jgn lah jadi macam Scorpion dan stormer yang akhir nie kat COD spares nye yang kita simpan bernilai melebihi RM70juta lepas tu tak boleh pakai lak.. kata ada ILS tapi semua nya tak teratur.. siapa yang salah ni... sudah tentu political master lah ye?? Mother of all losses ... prior to jet engine, Chief of Air Force's staff car was stolen from the same base, remember ? surely this time it's not the work of chickens but eagles from above. If it's in Japan or Korea not only Chief of Air Force, the minster would have resigned ... it took so long to make public, who was the Defence Minister then ?

It looks like your blog has transformed into a shooting gallery. Of late there has been too much unsavoury words printed by bloggers commenting on serving MAF personalities. I cannot help but view these comments with reservation. Of course, right or wrong, everyone is entitled to their opinion.
True, things get lost. Even a ship carrying 6000 tonnes of diesel can get lost in the Pacific to appear 6 months later in a Chinese port..So what's new?
For as long as there are crooks in the system, things can get pilferred. Even items as big as 3 tonners or main Battle Tank.
So let justice takes its course. Tan Sri Azizan has taken steps no other MAF General has done in discharging 20 officers under section 9.(No pension, no gratituity and having their service expunged from the record)
So it should be kudos rather than the bile that some of you has thrown at him.
True, the RMAF recently bought 8 Aeromacchi trainers from FinMechanicca but without engines. This is because the model MB 339C/D is already about to be replaced, hence the lack of engines. RR, the engine manufacturer has stopped producing them. So why did the RMAF buy this model anyway knowing fully well its replacement is already available and under way??
Don't lah blame Azizan for this because it was decided by Nik Ismail and T S Subahan. Tanyalah siapa dia agen FinMechanicca kat sini?? Siapa yang kaya raya. As far as I know Azizan tu bet golf pun thirty ten ten aja. Lebih daripada tu mula lah dia mengelupur... Taklah macam T S Ismail dan T S yang baru bersara tu. Dengarnya mereka kalau # three one one tu mesti tiga roda. Menang-kalah beribu....Sebulan gaji full general pun tak cukup..
Another aspect of the Macchi deal was why did Mindef reject the offer made by the RNZAF for 17 MB339 C/D including simulator plus all the spares for USD 100 Million? Would it have not solved the RMAFs fighter lead in training problems. What can 8 airframes do today compared to 16 plus 1 airframe offered by New Zealand.
Like cars, An aircraft is only as new as its engines--when the engines go, so will the airframes!
So in order to make the 8 MB339 C/Ds continue flying, the RMAF will have to stock up on a lot of second/hand engines. Memang cartoon punya cerita..
So Eagle, please don't hantam sahaja..periksa dulu.
To Tan Sri Azizan, to most of us who know, we appreciate a job well done...
Keep up the good work. Hope we see more of your type at the helm of the MAF in the future...

PAT, Jen TS Azizan perlu memikirkan dasar dan mekanisme yang baru bagi menjaga aset ATM.

Barangkali tidak keterlaluan jika dicadangkan penubuhan sebuah organisasi dibawah pemerintahan Markas ATM bagi menangai isu/masalah ini.

Aset kepolisan dan penguatkuasaan yang terdapat dalam Tentara Darat, Laut dan Udara perlu disatu dan digabungkan (centralized) dibawah pemerintahan PAT sendiri.

Barulah PAT ada kuasa dan manpower untuk mencantas kesiapsagaan keselamatan fisikal setiap kem terpenting ATM.

The big commercial oil tanker can go missing in the open seas for all I care but losing a military jet engine in a RMAF base is big joke, unacceptable, shameful and it just reflects an organizational and leadership inefficiency!

How can the RMAF defend the nation when the organization fails to protect its own aircraft engine in a well guarded military base from being stolen?

Please WIRA, if anyone were to go by your standard the RMAF will lose everything in the future including AMRAAMs or even PTU's underwears!

Nobody should blame Azizan alone because his surbordinate commanders and men are equally responsible for the loss of the F5
engine. However, he was the RMAF Chief and he is responsible and accountable for the all the public property in the RMAF! In other countries, the MATRA CO, Base Commander, The Command Panglima and Chief of Air Force would have resigned to save the service!

RM 50 millions for old J85-21 engine is mere rubbish! Even FA-18 and Mig-29 engine would cost less than RM 15 millions! There must be more to it. The PAT ( former PTU) claimed that this case could be only the tip of the iceberg! Wow, it appears as if there are more similar cases happening in the RMAF!

Why is the RMAF trying to sweep this case under the carpet? Why wait for more than 2 years before calling the police to be involved in invesestigation?

To best of my knowledge the military do conduct Boards of Inquiry over cases such as the lost jet engine but why wasn't it done? I can smell the RMAF was trying to hide something and I suspect there were more engines and aircraft parts "stolen" by the syndicate!

Irrespective of what has been done by Azizan in dismissing some of the culprits involved I feel that Minister Zahid Hamidi must appoint a neutral team to conduct a thorough investigation, bearing in mind that the present PAT is also the interested party who must be investigated to clear his name.

For WIRA, almost all retired RMAF seniors including ex-RMAF Chiefs whom I talked to, feel that this
F-5E engine "stealing" case is a disgrace and should have NEVER happened!

Every single RMAF guy led by Dato Rodzali MUST buck up before the RMAF loses the SUKHOI-30MK next!

1. PT-91M is not a Prototype Tank.
2. Memang saya setuju, PT-91M menggunakan 8 sistem yang berbeza, tetapi kesemua 8 sistem ini diuji sebelum dipasang (bukan beli daripada shelf dan terus pasang) dan ini membuatkan PT-91M one of the best MBT dalam ini.
3. Cakap pasal Scorpion dan Stomer, kamu tahu tak usia Scorpion dan Stomer dalam service TD. Kamu tahu tak how much it saves in dollah dan cent duit rakyat. (Kalau boleh memanglah TD nak obseletekan kedua-dua old junk ini).
4. I don't think Datuk ever commanded a Mech Bde. (Get your facts correct).
5. "Present PTD pun pernah hilang staff car masa dia komandan MTAT". Pernah dengar tak Pegawai Angkut Bermotor, Pegawai Waran Angkut Bermotor? Itu bukan kerja Komandan MTAT nak jaga keretalah, Komandan ada banyak kerja lain. It is the responsibility of the driver and the MTO.

Dalam tentera ni banyak betul perintah dan arahan berkaitan keselamatan yang dikeluarkan. Kadang-kadang sampai bertindih (overlapping). Tak tau mana nak ikut. Masalahnya ialah pelaksanaan dan penguatkuasaan kepada perintah dan arahan yang tak betul. Ramai yang bersikap 'complacence' dan ambil mudah.

Sudah berapa kali tentera dicemari dan dimalukan dengan insiden sebegini. Dulu yang terbesar adalah 'weapon heist' di unit askar wataniah. Sekarang hilang injin jet. Agaknya satu hari nanti ada Panglima yang kena culik.

Sampai bila nak sedar?

Saya masih berkhidmat. Saya berdoa dan berusaha insiden sebegini tidak berlaku dalam pemerintahan saya. Amin.

Tuan, for your information, saya rasalah Malaysian officers and soldiers are better of than most of the soldiers kat luar sana. Tuan, don't just talk about your experience fighting CTs in the Malaysian jungle. If you still remember UNPROFO(misi kat Bosnia) tukar jadi IFOR. Malaysian troops were under the France Batt then, The Malaysian troops were redeployed to British Div Comd. towards the north. In the winter with temp below -20C the Malaysian redeployed and ready for operation within 2 weeks. No other country did that and they refused to redeploy in the winter. The Malaysian Troop did it. Talking about professionalism, our soldiers are way better than the rest, in term of discipline, work and knowledge. The only problem with the Malaysian we are not that well equipped.
Our soldiers were in Cambodia with Datuk, you can ask Datuk.
Our soldiers were in Somalia, have you ever heard of that?
Now our soldiers are in Lebanon, do you know that?
Kommando Sir, please don't undermine our soldiers. "WE ARE JUST SOLDIERS". Don't you think our soldiers don't want to be well equiped, who makes the decision here what weapon our soldiers should carry, what Fighting Vehicles our soldiers should be using, what tanks our soldiers should be using?
Tuan Kommando, have you ever worked with soldiers from Africa, South America, Middle East and even some European countries(i mean operations, not excercises). For you information Tuan, we are far better than them.
Sir, please don't undermine our soldiers.

I believed you left the service long time ago. And I understand your feelings about old time soldiering. But Sir, please do not undermine us today. Smart soldiers and thinking soldiers are part of our way of soldiering today. These are needed for the new dimension of warfare today and many more years to come. And of course, these values include guts and bravery too!

Sir, I served in both eras - days of the CTs and now. I got my Green Beret and served in Sg Udang Camp for 4 years before returning to my own Corp - RAMD. I was very deeply involved in many jungle operations as a young officer. I have my own command now and I know how to go about it. Insya'allah.

Blaming us all for the wrongdoings of our bosses are unacceptable, Sir.

Good I have managed to struck some very exciting officers hearts....just what I wanted to do!

Exactly, the organization is a perfect one, what we have is bad officers, bad leaders and bad leadership!

So, kalau anda semua sedar perkara ini, ubahlah supaya ianya jadi lebih baik dan jangan biarkan sahaja, jangan buat tak tahu sahaja!

Berani tegur dan cakap, bukan di sini sahaja di blog,...cakap dengan panglima dan semua bos anda!

Jangan dihina sampai sebegini, malu satu negara dan dunia dengan cerita tidak masuk akal yang berlaku dalam ATM sekarang!

Kanser sekarang di ATM - Rasuah, seleweng, salahguna kuasa,pilih kasih, kroni dan sebagainya!

I am certain some of you are my students...and many of them do not like me...I am a trainer, indeed a very serious one and they cant buy me with a bottle of coke or a just a glass of soya bean!

My recruits have become officers and they remember me for life. I train them very hard and the saddest point was that the officer corp became too lame and too soft after the 80's!

Policy changed because too many Generals kids enlisted and wanted preferential treatment and that was when the rot started!

You can't train a soldier like a boy scout or a girl guide and expect him to be a good and brave soldier!

A lot of officers fall into the category of : "CARI MAKAN TYPES"..."suck the boss you know what" ..."CURI TULANG TYPES" ... & "WHEN THE SHIT HITS THE FAN THEY ARE THE FIRST TO RUN, THEY RUN REAL FAST ALSO!"

MIND YOU They are the ones who always gets the good courses,best jobs and best postings!

THAT IS WHY THE ORGANIZATION SUFFERS - TOO MANY YES MEN, YES SIR..TYPES! In the end you get Three big bags of bloody fools !

The good ones are fighters and they know what is right and what is wrong, and when they point it out they get chopped! They label you for life!

Most of the time, they want to hear only good news and only good things, not the bad news!

When one speaks the truth, it hurts them and they get angry and you are a made a victim of circumstances!

Bosses do not like smart Alexs, fools are far more better and easier to manipulate and rule over!

SO FELLOW OFFICERS TAKE THE CHALLENGE NOW, DO SOMETHING POSITIVE AND IMPROVE THE IMAGE OF THE ATM & THE GOOD NAME of NOBLE the PROFESSION AND for HEAVENS SAKE DO NOT BE "ASKAR LAY OUT" !

Rasanya ada baiknya kalau diadakan `pilihanraya' untuk nak lantik pemimpin ATM (contoh PTD ke) akan datang. Barulah dia orangnya nampak `orang bawah'!.
