AZIZAN IS NEW CHIEF OF DEFENCE FORCE

I watched the news on TV last night, and to an announcement that Jen Tan Sri Azizan Ariffin RMAF have been appointed the new Chief of Defence Force (CDF) with effect September 1st 2009., taking over from the incumbent Jen Tan Sri Abdul Aziz Zainal.

With this announcement, Jen Tan Sri Azizan Ariffin is the first RMAF officer to assume the appointment of CDF, that has predominantly been held by an army officer. This is the second occasion where the post is being held by a non army officer; the first being Admiral Tan Sri Anuar of the RMN.

Most Armed Forces of the Commonwealth countries practiced a system of rotation in the appointment of the CDF from among the three service chiefs i.e. Army, Navy and Air Force. And should our Armed Forces observed strictly the system of rotation, then the Armed Forces would most likely have the present Chief of Navy taking over from Jen Tan Sri Azizan when the latter retires.

I wish to personally congratulate Jen Tan Sri Azizan on his appointment to the exulted position of the new CDF of the Malaysian Armed Forces. And with the experiences that he has, I hope he can lead the Armed Forces to achieve new levels of professionalism, in keeping abreast with new trends in the development of a modern Malaysian Armed Forces.

Any new PAT has no meaning, I mean in the Malaysian environment, has no meaning to us soldiers, because we all know damn well that the post is a terminal post before a military dignitary "dies" or rather a transitional post or a transit for an outgoing "dead wood" military VVIP to tranform him into someone to live in the civvy street. The Post is so shortlived and rely on the leasing of life by the "gods of Mindef".

There is nothing to rejoice about that, it is only to be rejoiced by the person who is harping for that post for his personal glory. All of us can only pray and hope that he can turn into a superman to make use of that short period of 1 or 2 years, to be our saviour, only to see that all his efforts would be marginalised by the time he realised he had to part company with the military life.

So short is PAT's life that any PAT will find that it is always "too little too late" to do anything except that to do things for his own good.

And if his thought to better the military is by more purchase on modern military hardwares, that is the thought of a layman's PAT not an outstanding general. His thought should be to make his military administrative machine an efficient one not leaving it run by the corrupted minds of his generals.

For once in our lifetime, we hope to see a PAT doing the right thing for once in his right time!

Presently the PAT has no executive power on how the Army, Navy and Air Forec should be structured, organized, equipped, trained and managed.

The PTD, PTL and PTU have absolute power over these matters( please refer to Armed Forces Council Instruction-Charter of Duties of the Chief of General Staff (CGS), Chief of Naval Staff (CNS)and Chief of Air Staff (CAS).

Some organizations however are directly under his command.For example, he could use his time to improve the operational capability of the Joint Force Command to conduct joint operations to protect national sovereignty.

Another area the PAT could focus is to reorganize the Defence Intelligence Division (DID).The DID should be organized to handle external strategic military intelligence in a more comprehensive way which are crucial for long term military planning.

An immediate task for the PAT is to advise the Director General Medical Services (LT Gen) that the new Armed Forces Hospital at Wangsa Maju is properly organized and managed.I believe the majority of the staff for the new hospital will come from the present 95 Hospital ATM (currently occupying temporary buildings opposite Mindef complex).My experience with 95 Hospital suggests that a lot need to be done to improve its staff-patient relationship/treatment.The staff must show their eagerness to serve the patients (especially pensioners) rather than the other way around.

The new PAT could keep an eye on the DG Medical Services to make sure the new Armed Forces Hopstital at Wangsa Maju meets its obligations to all its patients in a more professional manner.

Dear Jen Tan Sir Azizan,

I happen to drive by the new Armed Forces Hosptital at Wangsa Maju the other day.The complex really look very impressive and awesome.I feel proud that the Armed Forces finally achieve its dream of having a first class hospital complex which is comparable to other well-known private hospital.As a pensioner I feel safe and secured and hopeful I will be well taken care when the need arises.

However, after been a regular patient to the existing 95 Hospital Angakatan Tentera (95 HAT)I ponder and shudder to think whether my expectation of the new AF Hospital in terms of medical care, staffing and human relationship and equipment will match this wonderful building.

After having heard and going through some unpleasant encounters with medical staff and nurses of the existing 95 HAT of their lackadaisical and negative attitudes, Lt Jen Dato Sulaiman (DG Medical Services) have to personally supervise and make sure such things do not recur at the new hospital.

I hope the new PAT will take a special interest to make the new AF Hospital the pride of the Armed Forces.Please do not leave the new hospital solely to the medical practitioners!

Saya ucapkan setinggi tahniah kepada Jen Tan Sri Azizan diatas perlantikannya sebagai PAT baru. Perlantikan seorang pegawai tinggi TUDM menerajui ATM merupakan satu sejarah dan sudah tiba masanya, sungguh pun ianya sedikit terlambat.

Saya difahamkan Azizan diberi tempoh 2 tahun memegang jawatan PAT, satu masa yang pendek untuk beliau merealisasikan perubahan. Namun, ada beberapa perkara
"berbau busuk" dalam ATM yang Azizan mesti atasi segera.

Sebagai seorang pegawai tinggi tentera yang tidak dicenkung oleh "army syndrome" saya percaya Azizan mampu bertindak dan menggerakkan perubahan segera untuk
mengurangkan rasuah dalam ATM yang sering menjadi buah mulut masyarakat. Semasa menjadi PTU beliau telah mendisiplin dan memberhentikan beberapa pegawai TUDM termasuk mereka berpangkat Brig Gen kerana berkemungkinan terlibat dengan rasuah.... Tahniah.

Sebagai PAT beliau mampu bertindak memberhentikan pegawai dan anggota ATM yang terlibat dengan rasuah!Tetapi perkara pokoknya, beliau sendiri WAJIB bersih dan mampukah Azizan berbuat demikian tanpa kerjasama "service chiefs" lain yang diataranya kita pernah dengar sebagai "bukan jeneral yang bersih"...(mael polin)? Kita juga dengar sesiapa yang memegang jawatan PAT terdedah dan sentiasa dihasuk "HantuRasuah" dan mampukah Azizan mengkebalkan diri dan jiwanya daripada ditawan oleh dajal-dajal yang merosakkan ATM?

Kita berdoa semoga Tuhan Yang Maha Esa memberi Azizan kekuatan dan pedoman untuk bertindak segera MENGHAPUSKAN rasuah dalam ATM dan menerajui ATM menjadi angkatan yang berwibawa dan professional.

To expect the PAT to clean up the corrupted system in two years is a very tall order!

We shall see what happens?

In reality this is just like a David Copperfield magic show!

The Three Service Chiefs are chiefs, do they listen to the PAT...?

Anyway two years and 24 months is nothing, why?

ONLY THING THAT IS CONFIRMED AND CERTAIN IS TO HAVE A NICE RETIREMENT PENSION.

3 months to visit all the units, 3 months to get to know the job, 3 months to plan something new, 3 months to convince others to change, 3 months for farewell visits, and 3 months pre retirement leave....3 months resettlement course and the remaining 3 months for other activities (visits, seminars, brain storming,technical meetings, official functions, mess nites, dinner nites, host of other nights!)

SO WHAT ARE WE TALKING ABOUT, SHOUTING HERE AND THERE GETTING EXCITED....SAME BULL SHIT CRAP STORIES TOLD TIME AND TIME AGAIN.


CHANGE CAN ONLY BE AFFECTED IF THERE IS REAL COMMITMENT FROM ALL..TOP TO BOTTOM...A CONVICTION THAT : "JALAN YANG BENAR DAN BETUL IS TOUGH" AND ALL HEADS MUST CHANGE FIRST- "KEPALA BETUL THAN EKOR PUN AKAN JADI BETUL"

Dato Pak Chad, there is areal situation in The interior of Sarawak, the Penans are dying and without any finger lifted this group of innocent peoples are dead meat.

With the new PAT can he deploy some Aircraft and Medical teams with food and medical teams inside ASAP!

If a TOMMY TPM can have free ride on the RMAF helicopters for UMNO functions, why dying Rakyat Malayisa cannot be given aid!????

The timber company removed the bridge linking to the PENAN kampongs and the state government under the ole white heads let it happen, he will have to answer pretty soon six feet under ground!

If the Army can deploy Medical Units for Permatang Puah JIWA MURNI...why cant the PTD deploy now Army Air WING helicopters and medical staff from Medical corps to give hope and life to the poor Penans!

So I was informed on the eve of PAT's appointment that the new PAT is so "kam cheng" with KSU Mindef. Hmm..I take note of that. But I also heard from the rumour mill that the KSU is in some kind of untenable position to hang on to his post.

But the best is that I received a first hand information from an eye witness that on the Merdeka Day at the parliament, he saw PTU, PTL and PTD with PTD distancing himself away from mingling with PTU and PTL.

I wonder why all those generals, none of them has got balls to dare to come up in this blog, or send in his people to talk on their behalf over things we talked about them, especially so with that Mael Polin and his merry cronies. Why? Don't tell me the Army has no brave soldiers to come to the fore and talk like a man? Where are all those KUNCU-KUNCU bastards hiding?

I thought our Dato' Arshad said this blog has a good following in the military circle, then how come so silent from any of them?

To-day is another history for the MAF. For the first time in the nation's history, a RMAF general has taken over the MAF leadership from an army general whose name together with another army general had been adversely speculated in bloggs for dirtying their fingers in some defence contracts.

Whatever, it is about time that this army general must go, take to the civvy street and feel free to get involved with as much businesses which nobody would bother.

FMZam, your information about the "kam cheng" between the new PAT
and Mindef KSU is nothing strange as the whole Mindef and MAF are are already immune to this special relationship. This cordial relationship between KSU and PAT is advantageous for the MAF as opposed to having "black era of relationship" such as in the middle to late ninetiees, but if allowed to go unchecked it would spell disaster for MAF and the country especially in the defence contracts!

We seem to receive common informations from the same rumour machine regarding the Mindef KSU. He has also missed his Tan Sriship in last June and he may have to display his arrogance and try his luck in some other ministries before end of this year to qualify for 2010 Federal award.

FMZam, I am aware of many generals in Mindef read bloggs and certain Department of Intelligence are also monitoring some of them including "mind NO EVIL". Your guess is as good as mine... who has the balls to respond? The only lame answer... they won't waste time on bloggs! Sounds very much like UMNO attitude and in the end they lose the battles and war!

I know Minister Zahid Hamidi also has tasked his special staff to monitor bloggs and I expect mind NO EVIL is included.

Back to the new PAT, Gen Tan Sri Azizan. Basically he is a good guy and a pilot. A pilot normally never compromises with flight safety. He does not accept a semi-servceable aircraft because flying an aircraft which is not fully serviceable may cost his and passengers' lives.

Many RMAF generals whom I know
( serving and retired) have the sense of not compromising with safety and standards as this seems to be their culture since the young pilot days. Azizan hopefully will never compromise the professional standard of MAF officers, soldiers, sailors and airmen/airwomen.

It may be a good blessing for MAF to have a new PAT in the Holy month of Ramadhan and I personally can sense some drastic changes.

Azizan is yet to deliver his Order of The Day though he has indicated that he would spare no effort to enhance the national defence and security.

Azizan's top priority in the agenda would be to take steps to
clean the image of MAF of being perceived as a corrupted organisation. He MUST take immediate measures to clear himself, other chiefs and military seniors in MAF from being involved in supporting defence contractor cronies.

Azizan must go the basics. Army Tanks must be combat ready with enough live ammunitions to be deployed with very well trained personnels. So are the missiles and 155 guns to be fully equipped and sufficient AMMOs as stipulated in MODAR tables.

Ships must sail with combat systems
ready... just to float at the jetty is only good for Navy open Day.

Aircraft in the nation's inventory cost billions but having most aircraft sitting under AIROD's hangers for a very long spell of maitenance is absurd. Where is the 70% combat ready state as promised to the nation?

Gen Tan Sri Azizan,
The uniform colour change in PAT's office is also a sign that you also will bring changes to MAF. Go back to the basic as professional military men, avoid corrution, support the government in power but never play politics as you will be cursed like your predecessors.

You would fly in many turbulant weather. I believe that you are well aware that you almost got intercepted by many strong foes before landing on PAT's chair. Now that your are in command and I hope you will not fail many who pray for MAF changes and your success.

The new Broom can only be good if he can deliver otherwise it is just another eye wash, damage control kind of operasi!

If the DMI and his clowns cannot rebutt what we say then we take it as we are all telling the truth, I would rather die telling the truth than hiding in fear of the truth!

For the truth will be made for all to see when we are called by our maker, he keeps his files clean and cannot be bribe or corrupted mind you!

No money can corrupt the files that he keeps!

If the Int Boys in Mindef don't waste time on blogs, they don't waste time on official reports either, then I don't know why the army waste time and money to assign them to keep an eye on blogs? Mere monitoring? What are they monitoring? What I said about Mael Polin is no joke man, and I know they have checked with BPR and they know it's true.

Those Int Boys work on PTD's order and that's for sure because the DMI was upgraded to 3 star post on PTD's effort, but I have no qualm about that, except that I hate the part when I learnt from the BPR how the Risik Team meddled into the investigation of my case to buy out the BPR officer. This I have a recorded conversation to prove and had been reported officially to BPR with no action taken other than silent.

Never mind that, and I don't care whether PAT or Defence Minister cannot take on corruption in Mindef, I will proceed with my people with our next course of action on Mael Polin and Mindef and for that matter the government.

As far as I am concerned, I have done it in the proper manner as a good citizen and as a responsible soldier, following all the way since 2006 reporting corruption by the proper channel, so the people and this country will learn how cumbersome and daunting and most of all USELESS it is to report corruption to this TRICKSTER government.

This government doesn't care about corruptions, except corruptions that can bring down the PKR. That's the clear reason now why MACC was formed and equipped with additional powers, to be used against Selangor state as Najib's primary weapon to stage another takeover.

And this government is deaf. Deaf is PEKAK in Bahasa and this government is using it as "PEKAK yang menguntungkan", meaning when there is any allegation of corruption against the BN/UMNO, this government turns deaf ears. When the allegations are of benefits to BN/UMNO, this government is all listening and will spring MACC into swift actions.

What we have all this while is a KERAJAAN PEKAK, and when the government is deaf it is a handicapped government. Can't blame a deaf person and can't blame a PEKAK government. Blame it on the people who elect this PEKAK government to power.

Any general 1, 2, 3, 4, 5 stars is a coward when he is involved in corruption and cowards are not fit to stay on as general let alone to lead his soldiers. A coward general is a demoralising factor to the whole army and will cause many good soldiers to die for nothing in war time and live for nothing in peace time.

A coward general is normally brave to speak only in military audience but shy to speak in public audience for fear of criticism.

One coward general will make many subordinate generals as coward as him thus prolonging the legacy of coward leaders in the army into many generations of generals. To rid it, don't just cut off the coward general but cut off all his cronies cowards too, because cowardice is cancerous.

Cut off Mael Polin, Raja Affendy, Masrani, KSU and all their cronies.

But to fight corruption, we too cannot be coward like those coward. Be brave to come forward because the best weapon against coward generals is TRUTH. All corrupt generals have one FEAR FACTOR - TRUTH.

The attributes of a corrupt general is; Strength - Power, Weaknesses - Truth. The attributes of a crusader is; Strength - Truth, Weaknesses - Brave. You only need to be brave to fight a powerful corrupt and let the Truth prevails.

Saya amat terkilan apabila segala tradisi dan budaya tentera hilang begitu saja dalam pemberhentian PAT lama dan perlantikan PAT baru baru-baru ini.

MAT bersidang pada hari Khamis
28 Ogos 2009, membuat keputusan dan
mengistihar Jen Tan Sri Aziz Zainal
akan diganti oleh Jen Tan Sri Azizan pada hari Isnin 1 Sep 2009.
29 Ogos adalah hari Jummat, 30 Ogos
hari Sabtu, 31 Ogos hari Ahad dan cuti Hari Ulang Tahun Kemerdekaan
ke52. Dalam masa 2 minggu, iaitu pada 16 Sep 2009 pula adalah Hari Ulang Tahun ATM yang sentiasa disambut dengan penuh semangat dan tradisi tentera.

Apa sudah jadi?

Jen Tan Sri Aziz berkhidmat dalam ATM hampir 40 tahun, termasuk tidak kurang selama 3 tahun sebagai PAT. Dalam 3 hari sahaja beliau terpaksa menyerah tugas PAT kepada penggantinya seolah-olah ada kecemasan berlaku yang memerlukannya tinggal negara serta merta!

Yang anehnya Jen Tan Sri Aziz masih kelihatan berada diKuala Lumpur beberapa hari yang lepas!

Begitu hinanya angkatan tentera dari pandangan rakyat dan terlalu dikongkong pemimpin politik yang nampaknya amat jahil dan tidak menghormati tadisi dan budaya tentera. Disini saya sampaikan ucapan takziah kepada ATM kerana telah gugur dan terkebuminya segala tradisi dan budaya tentera termasuk serah menyerah tugas dan acara-acara perpisahan seorang Panglima Angkatan Tentera.

Bukankah Perintah Ulung PAT lazimnya disampaikan segera selepas
penyerahan/ambil alih tugas?
Memandangkan Perintah Ulung masih dalam deraf, tidaklah terlewat kalau Azizan utamakan "Dasar Dan Usaha Membasmi Rasuah Dalam ATM"
sebagai salah satu tajuk utama dalam Perintah Ulungnya.
