VITA BERAPI – A LOCAL R&D COMPANY INVOLVED IN THE DEVELOPMENT OF SMALL ARMS WEAPONS

Someone has posted a comment quoting me as a seller of weapons (I suppose an agent) who has been trying unsuccessfully to market weapons to the government. He says that I represent a company called Vita Berapi Sdn Bhd.

Through this blog, I wish to dispute the comments made by the person with the pseudonym MINDISNOTME, because I have never been a weapon agent nor ever been going around Mindef or anywhere else to sell weapons. Yes, I work for Vita Berapi but in a different capacity.

Vita Berapi is licensed company by the government to undertake R&D on small arm weapons. The company started the R&D in 2005, initially working with weapon designers from Balarus. In 2007 we employed a local weapon designer to take over the function of designing from our foreign designers who left the company at about the same period.

Our weapon designs are solely Malaysian and we have completed the first phase of development, and hope to move on with the second phase i.e. the production of the commercial-ready prototype. Please remember that these are prototypes and we have another two more stages of R&D work before we are confident of coming out with the final product. This may take up to 2 to 3 years (or even more), depending on funding.

We have not talked about where our markets are going to be, but we decided to proceed with the R&D since we felt that it is our corporate responsibility to begin the small arms weapon industry to support the country’s defence industry. As of now we, have developed a total of 5 working prototypes, and we are pleased with the results.

I am offering my readers to visit me at anytime to be briefed on the project. I believe the more people are aware of our project, the better it is. What we need now is the people’s support, beside that of our government, to see that our indigenous small arm weapons industry is fully realized.

I do hope MINDISNOTME fully understand my work now, and to discard me as a weapon agent. And so if MINDISNOTME ever sees me loitering in Mindef, I can assure him that it is not about selling weapons, but to brief the authorities on the project.

Dear All,

If I remember correctly, this man was there involved as an exhibitor/contractor participating in the previous Defence Service Asia (DSA) Exhibition- not this year exhibition, the previous one. Obviously, going by his explanation is this posting, he just wanted to display his R&D of small arms weapons for the public viewing... with no products to sell to MINDEF- the reason why other contractors were there as exhibitors. This man is so unique...So believe him, had you attended the said DSA, you would only see this R&D materials and no products to sell. Hey! I missed the point... he was just a director who has got nothing to do nor benefit from marketing activities of products.

oh, i remember reading it somewhere too, that this company is the first company to make a truly Malaysian weapon and not a copy of other weapon. and the first with at least a prototype weapon.

However my comment after seeing a picture of the LP06, it would fit better in a police environment esp to replace the MP5 which units like police, anti terrorist, UTK and etc use.

The gun seems light and very simple from the outside, with is good for commando use and police use. but for army use, i am not that sure of it, and here are some reason.

1. The scope looks very fragile, it look like a hard slam on it may make the stand on which the telescope is bent
2. From the picture, i do not see any railing or clips to hang any attachment to the gun like grenade launcher, flash light, night vision scope and etc.

Recomendation
i would say a silencer would be good idea, as this weapon would make a good commando or anti terrorist weapon.
Next is allow the attachment of at least a flashlight, which is good for anti terrorist unit for storming building at night.
3rd is a laser pointer, which is very good for accuracy.
and also allow the change of scope. I hope the present scope can be change with others.
4th is a simple iron sight. I find that if we depend too much on scope, and once it is damage, the soilders will not be able to aim the gun anymore.

Dear all,

I believe that god has picked Dato' Arshad to lead us all into fighting against corruption and of all the persons, god has picked him, not any other person of most pious man, of most clean man, of most righteous man, and not too of most clever man, of most successful man, of most big man, but and but a simple and an honest man. Even if Dato' Arshad is a businessman I see his honesty not in his dealing but in his hatred against corruption in that, no businessman would want lose opportunity by turning his direction from that opportunity into fighting corruption, and when he did it, he did it in the open, so what kind of a businessman is he when he blew many chances for business just to devote himself for a noble cause, and making every business shying away for our sake?

God didn't pick him for nothing and god did it in mysterious ways. We will not budge from our stand for you Dato' because you have been cosistent. I am 100% for Dato' Arshad, not 50-50, not any win-win because Dato' Arshad is not for any bargain.

...His fight against corruption is very noble which most fair minded malaysian supports too. Only our individual ways may be different but its objective is common. Just contribute positively without fear or favor.

Talking about the just-concluded DSA, I had the opportunity of meeting some Majors and Kaptens from the Army.

They are respectfiul, polite and curious lot.

In one particular booth, the salesman on duty had a hard time dealing with technical questions thrown at him by these group of young officers.

I come to the conclusion that they are better educated than we were at this stage of their career.The future is bright as these youg officers wil become tommorrow's military leaders.

Yes, I was there during the 2004 DSA. No denying about that. Yes, we did exhibit our rapid prototypes and definitely,it wasn't for sale. We were there to show visitors that we an R&D company, the first Malaysian company involved with R&D of SAA. It that wrong? Certainly I did not tell the visitor that our weapons would be ready tomorrow? We also told them we want to also develop the capability to modify some weapons, especially the M16 to M4. That capability is available with us. So what's wrong with that. We are not assembling weapons of other makes, nor trading weapon. That is not the purpose of our company. Ours, as I have said is to develop an indigenous weapon that is truly Malaysian. We are almost there, though it will take a bit of time.

Dear FMZam,

I am with those who fight against corruption and ill practices. The idea is noble and that is what we need.

But mind you, what appeared initially a noble course has turned into personal unfounded attacks against other contractors simply because this so call honourable ex-army officer (who himself is a contractor and businessman) has wispers from his close allied contractors a.k.a cronies that certain contractors are corrupt and all. What evidence did he actually gather? He kept repeating... I was told... I was told... I was told. He is used by other contractors to spread unfounded allegations against other contractors based on the wispers by his close allied contractors who would love to see the downfall of others.

Let us be objective here. See the man beyond his uniform. That was the world he left behind years ago. He is now a businessman and a contractor. Don't be so obsessed.

Shame on the big defence companies for being outdone by small company like Vita Berapi.

Our country has been plague by corruption for so many years. Growing up, I learned about "kopi duit". I noticed that the headmasters in my town drive nice car and beautiful house though their wages is not much.

Is Dato a businessman? Is he telling lies? I don't know and don't care. I care about reducing or eliminating corruption! I want our government use the money to build better Kampung school! I want better health care system for the poor and veteran!

I am curious, why start a R&D outfit to design firearms?

Modern rifles have distinctively 2 or 3 designs for the last 50 years, the M16-family, AK47-family and the bullpup-family designs. Rifles designs will not change much even in the future. Even the newest rifles like HK416, SCAR, Singapore's SAR21, Tavor and others follow the few design-families established.

I would suggest to design newer ammunition rounds outside of the standard 5.56mm, 7.62mm, 0.50caliber and etc. An improved ammunition-type can spark a new weapons-family design. Thus creating a new market for the weapons, based on the demand for the improved ammunition.

On a sidenote, Vita Berapi's designs are just ugly. A weapon will achieve its basic established requirement which is to kill the enemy, but a weapon also needs to be aesthetically nice in order to fuel the imagination of the people to join the armed services.

Personally, I would rather focus on PDW than Assault/Sniper rifles as PDW would have a better market than AR/SR.

This is still a country of great opportunities, let Dato' Arshad do his thing and you do yours there is no need to bad mouth him.Unless of course you are afraid his R&D products will eventual eclipse the likes of weapon peddlers like you.

I have been following this blog for quite sometime now and noted most of the comments. I work as a civilian in MINDEF and this is the first time I made the effort to light up a few things… hopefully it helps the readers to understand issues in the right perspectives.

The first thing that I wish to highlight is the supply of a number of ballistic helmets by SERI MUKALI SDN BHD which according to the report made by Jabatan Akauntan Negara (and quoted time and again by Dato’ Arshad) were defective. It is within my personal knowledge that immediatly after the report, MINDEF was summoned by the Parliament to explain the issue and the explanation was that MINDEF accepted the ballistic helmets because the alleged defect i.e the “high trauma effect” that was raised by certain officer/s to the auditing team was actually not part of the specifications of the contract. Therefore, there was no contractual basis to impose any standard for trauma effect and rightfully, MINDEF accepted the said ballistic helmets. The Parliament accepted this explanation and that was the reason why there was no further action against SERI MUKALI SDN BHD because in all fairness, they committed no wrong. Kesian juga pada depa ni… hampa tibai tak tengok kiri kanan. Tak rasa berdosa ke?. Next time please check your facts properly.

I have been in MINDEF long enough to differentiate evils from goods. Fitnah merata-rata di zaman ini. Some are true, some are cooked up stories to destroy competitors. But one thing I have always told my fellow friends, playing golf with the contractors are the beginning of all evils. This is where the army officer from the rank of Captain to General starts to taste the sweetness of being a parasite, i.e living on someone else’s expenses which slowly then develop into a bigger evil. It is the beginning of bribery which has been inherited for so long. Perhaps Dato’ Muhammad Arshad being an ex-army officer could enlighten us a bit on the issue.

In doing so, let me make this short & straight to the point:-

Dato’, did you play golf during your time with the Army? Who paid for the expenses? You yourself or the contractors?

Everybody knows contractors do not treat you (or any other public officers for that matter) for golf unless they got to deal with you in relation to their contracts, in one way or another. If you have no roles at all, they will not be so generous. Is treating you those days for golf tantamount to giving bribe? I don’t know... U tell us.

By the way, how often contractors treat you for golf those days? Once a week? Once a month? If so, were you not on their PAYROLL then? Oh, perhaps if it is not in monitory form, it is not called bribery?

Interesting revelations indeed! I have been waiting for someone to give some input into what have been alleged in this blog and you came at no better time. My Goodness, you mean SERI MUKALI SDN BHD was viciously and maliciously attacked for the wrong they did not commit? If that is the case, an apology is due from Dato' Arshad, if he is truely and genuinely a noble man.

To the rest of the fair minded readers, this serve as a lessen to us all... that in our fight against corruption, we should be careful with our allegations because it goes to the credibility. Otherwise, this blog will be a laughing blog and nothing but a gossip site.

My parting remark: some people claim to be seeking for truth but when the truth that they are seeking presented itself not to their liking, they behave like crazy horses. This is the attitude of orang munafiq & yahudi. I hope these are not the people who actually misinformed that poor Dato' Arshad.

,,,i like the 7.62 SLR and if only you can redesign something like it but with shorter barrel length and can fire on auto again ?.
,,,why shorter in length ? Cos. our soldiers are not that big either plus for jungle warfare type of fighting its close combat fighting and with an auto function would be great, almost like having a machine gun effect against the enemy.
,,,why 7.62 mm ammo ? Its penatration pwr is just great !.

Also the Malaysian Army should keep an eye on the development of the 6.8 SPC (Special Purpose Cartridge) currently tested by the US military.

The 6.8 SPC is designed to overcome the deficiencies of the 5.56mm and replicate the ballistic properties the 7.62mm.

The 6.8 mm barrel can be easily fitted on the existing M4.So there is no need to reinvent the wheel with the SLR.

I am not the most perfect man neither the most evil of all. Admittedly at times I used strong worded expressions to get my points across.

All I am interested is to remind you (and myself) that while we all should strive against corruption, we should always bear in mind the danger and mischief ‘fitnah’ carries. I think all this while I have been consistent with this. The Prophet reminded us that ‘fitnah’ is much more terrible than killing your fellow human being.

It is important to verify and substantiate our allegations against others before we put in writing for public consumption, and surely the basis shall not be the rumours we heard in the market which may be manipulated and initiated by those who themselves are interested parties to see the dawnfall of others, without real admissible evidence in their possession other than their our mischievious imagination, ill judgment and misguided conclusion. Even when the allegation that is based on certain documentary evidence is proved a flaw at times because it was based on just part of the whole stories, we can imagine the danger and mischief it may cause when the basis is a mere rumours in the markets.

What I am trying to say is, if we have admissible evidence to substantiate our allegations, by all means, write it, expose it. It is our collective responsibility that God has imposed upon us. But if the basis is a mere gossip which we pick in the market, we should refrain from making wild allegations because it is morally and religiously wrong. It is also important for this blog to command respect and is not reduced to a mere gossips site, run by a rumours monger and his loyalists.

I am not interested to exchange insults and name callings, though at times I am so tempted to do so. After all, I am also a human being with feelings. But then I realize that I am not going anywhere doing that. I also realize that not everybody like to be corrected or prove wrong... to this kind of people, I rest my case.

I think I have said enough to enable the fair-minded readers to judge me. May God guide us all in our noble fight against corruption without transgressing the dignity of innocent parties. No matter how strong my biasness against anyone, I believe one is innocent unless proven otherwise.

Is there any need for you to explain why you have to use strong words when you have already said it? You should have said your apology. And is there any honesty in your usage of god's words and god's name when you seem to only use it as your last trump card to win over the mind of the pathetics and the morons amongst us? You should not drag god into this.

I merely used all those words you used against us, back against you. Can't help to share my feelings about last night by-election result. While we continue discussing about Dato's involvement in business or making false accusation about certain individual or company involvement in corruption, the people in Hulu Selangor approved corruption and money politic. It's pointless for us to continue discussing about the evil of corruption online. What's the point if majority of kampung folks voted for BN? Money can truly do a lot of amazing things. I fear that this country is bound to be doomed. I beg fellow veteran if you want to fight corruption please start educating folks in the country side. They are the people that we need inform them about the corrupt practices. Blogging doesn't help our goal in fighting corruption.

,,,try you guys what !. The subconscious mind accepts straightforward auto-suggestion but it is strong to pose a hiccup or blokage when it smells a rat. Most of not all people aspire to be rich and happy, yet many are not successfull, even with the right goals, desires and self-suggestions.
,,,This is because the subconscious detects values and beliefs which are not sincere and absolute. These people or individuals are half-hearted, or they force themselves to go against their true conviction. The unconscious system within us will overrides the conscious wishes of these people. It does it so silently that people fall short of their goals in surprise and frustration.
,,,In other words, your values must be truely embraced by you, your faith must be total, your goals must have wholehearted by commitment, your desire and enthusiasm must be real and consuming.
,,,You get what you deserve !

I met Dato' Arshad when I was a 2Lt. At that point, the first impression I had was that he was somewhat different from the rest ( Arshad was also a 2Lt) of the Sabaltern crowd. Even at that age he already displayed good OQ and was a plain down--to-earth person. But above all of his personal traits that really stood out was his strong sense of fair play.
To me, Pak Chad is not the kind of bloke that will stab anyone in the back or kick someone in the ribs when he is down; and this has not changed one single bit, irregardless what others have to say to the contrary.
Sure people make mistakes, and in the case of the ballistic helmets, the statements made in the blog could very well be off the mark, as pointed out by ANGELMINDEF. But everyone knows that the contractor that won the tender was one and the same who has been making a habit of winning big Army tenders. (specs can change amid-stream or be tailored towards a certain product. In the same vein, reports can also be doctored, ajak sahaja evaluating team main golf bertubi-tubi, semua boleh settle). Lagipun Parliamen kitatu bukan dianggotai oleh orang cerdik-pandai, kebanyakkan mereka ada agenda tersendiri seperti macam mana nak cari bini kedua/ketiga yang glamour.. To Pak Chad, carry on crusading. Don't be upset by the pot-shots made by detractors on the sidelines. From the tone of his write-up it is clear that EVILISNOTME has ulterior motives..
He even had the gall to chide Pak Chad's position as director. What is so wrong with being a Director of a local R&D Company producing small arms? To begin with, it is definitely more honourable than being a director of the numerous LTAT linked companies (normally reserved for politically pliant ex-generals and those close to PAT)or being representatives of greedy overseas arms manufacturers.
Whether or not the local company succeed in making the weapon and later sell it is not an issue at all. At least they try.
My parting words are: Kudos to the local defence industry and two fingers to detractors.

But if you could make a tongkat ali that would turn Malaysian soldiers into jet fighter, attack submarine, MBT, APC and MRLV, you would surely be an instant billionaire and Najib would be a Super PM of the world.

,,,i do hunt in S'wak and find the shotguns very effective too in the jungles !. Wonder why our soldiers should not utilize such weapons in our jungle areas ?. For close combat it would also be very effective to down the enemy.
,,,given a choice btw a rifle and a shotgun, i would rather prefer the shotgun for hunting. A man or an animal will fall eventually with the shotgun pellets !. Had never failed to bring back some fresh meat in my hunting experience.
,,,perhaps you should try it out too ?. THEN think of such a weapon to be developed accordingly to suit the military requirements for jungle fighting/combat.
