IS THERE AN ABUSE OF POWER IN THE AWARD OF CONTRACT?

Has anyone heard that there is an ongoing tussle between two companies that has been short listed for the supply of a War Game Training Simulator for the Army? The news that is around the 'market', is that a senior army officer who apparently has a say at decision making, is adamant that the company where a member of his family has interest, be awarded the contract.

This news apparently, is known to a number of officers within the army, but I suppose, there is a fear among these officers of a serious consequences, should the news be leaked out.

I am thoroughly confused that such blatant abuse of power by senior army officers be allowed to go on shamelessly. I dare the senior army officer concern (should he finds this article) to resign his commission now, or face the wrath of his officers, and be a subject of ridiculed by his men.

I did mention in some of my early writings, that being an officer of the armed forces demands full commitment to the solemn pledge that one makes upon joining the armed forces i.e. to defend the nation in times of war, and to remain loyal to the king. To indulge in businesses of any kind, or to abuse the powers than one has for pecuniary intent, must be avoided at all costs.

Now, will the MACC find it necessary to launch an investigation into the above matter? If they do, just start the investigation from the top, and then proceed to look at the findings of the evaluation report on the War Game Training Simulator. MACC may also wish to investigate the two companies that was short listed, to understand the personalities involved in the bidding for the contract.

May I suggest you lodge a report with the MACC on the subject matter since you have the information.

Let the MACC investigate and expose the culprit in similar fashion to the other case of an ex Army officer alleged of taking RM 1.4 million bribe from a telecomunication project belonging to a major local defence company.

First and foremost, when there is any slack in the procurement procedures, the Military officers are always blamed and holds the burden.

True enough that the specifications might be done by the Military but for your info the final say goes to the civilian in the Ministry. They are the one who is the most culprit of them all.

What is WHITE will be turned to BLACK for them. In the end of the day, the generals will become soldiers to follow orders. We have seen and experience a lot of cases due to the much intervention of defence "political" procurement.

Oh, NO! A senior army officer again?

Who is this senior army officer?
I am sure you, being part of the system before, you know the officer and his position in the army. Is he the PAT, PTD or TPTD?

Is there some truth in this news?
If it is true, the senior officer should be ashame of himself. Has he forgotten why he joined the army? Or, has he forgotten his oath swearing to defend the country and observe the army code of conducts?

If he has not forgotten, he must resign his commission and become a businessman!

For MACC, let the contract be awarded and then the MACC comes in.

The world is very small and so is the Malaysian Army. It is very easy for MACC to investigate this case.

As suggested by Dato' Arshad, get hold of the project paper and the project team which would be able to throw some lights. The company which loses the contract will be able to make MACC's job easier.

YB Dato'Seri Zahid Hamidi must not spare corrupted army officers. Our country deserves to be defended only by loyal, clean, dedicated and professional army officers.

Say Good-bye to the army if the senior officer concerned feels like getting involved in business and make money. Never be a disgrace to your family, the army and the country!

Haezrikal has thrown some lights into the procurement system.

Agreed, the politicians and civilian PTD officers have the final say in the award of the contract.

On the other hand, we must support the generals who go all out to fight for particular defence systems required and recommended by the service. We reject generals who fight for any system which is part of his family's business!

Why need a crusade against corruption in the Army? Why waste such efforts just to keep a clean army? Just cut off the corrupt generals! If the generals are corrupt, and the government still want to preserve that bloody general, then the government is corrupt! Generals are only political tools of the government, when the generals are corrupt, the mighty army is weak! And the country that keeps corrupt generals is a stupid country!

Corruption in the army has been going on far too long that we get to see many ex-generals are are so established and are indispensable without any link and connection to private companies with contract dealings and interests in Mindef. Not that I say it is wrong but it is wrong when we get to see these generals started to build an empire of corrupt cohorts that controls and monopolises tenders for themselves and their cronies that influences the serving generals to be attracted into their circles.

A crusade against corruption in the military is unnecessary. If the government itself is so coward to take action on corrupt generals, forget about MACC, BPR or any damned Defence Minister to ever dare lifting a finger to fuck that general. We are yet to see a good Defence Minister who dares rids the widespread corruption in the army. That's why the corrupt generals can go on corrupting the army and create that impression that all Malaysian Generals are a corrupt lots!

There have been a number of one-man crusade or some "pocket resistance" against corruption in the army, and they all had died down a natural death because they are no match against the overwhelming force of evil generals. All generals were good Anakin Skywalkers but turned to the dreaded Darth Vader once in full power! That shows in our army absolute power corrupts absolutely.

Anyone army man can lead a crusade but what is a crusade with no soldiers. If ever there will be a crusade against corruption in the army, that crusade better be against the government who condones corrupt generals, because the generals are mere tools of the political masters who have no control over the administrators of the country...I mean don't just cut the branch of a bad tree, CUT THE WHOLE TREE!

When a general (I mean a 4-star general because less than that we don't refer him to general) involves himself more in corruption then in his normal line of duty, then he is no better than an ENEMY of the State.

If you asked is there any abuse of power (which is also part and parcel of corruption) in the award of contracts and tenders in the army, then what do you call that when a lieutenant general got himself involved in the management of contract and mingled himself with contractors in the open? Is it the role of a lieutenant general to manage contracts and tenders in the army? That is why lah our general is corrupt all the way so to say.

Suggest you check the facts before shooting from the hips like a cowbow.

Please name the ex-Generals which you alleged have successfully built business empires.As far as I know only the late Brig Gen Jimmy Yusof who had managed to do it this far.

So your allegation of retired Generals corrupting the serving Generals is unfounded and mischievous.

For your information, many retired Generals in KL live in linkhouses in normal middle-class housing estates.

However, I do admit some retired top Generals appear to be wealthy.

I don't intend to go loggerhead with you we are of the same side here in this blog i presume. i apologise for my blunt remark on generals but like i said i called a general a general when he is a 4 star nothing less, and i meant that a general of 4 star that i talked about. i don't want to be specific which general i am referring but you can see that i am addressing the respective thread as posted herewith.

yes you're right not all retired generals did as i said it, and i am glad i am wrong and my words might hurt those innocent generals, but you don't expect me to be specific here because it is useless for action here in a blog other than just for thought.

thank you for correcting me if what you said is true, i am glad i made that mistake in generalising generals. but i said from a bitter experience and if you ask me to prove anything, this is not a place to prove anything, and i've done proving a case at the right place at the right time but with the wrong result.

i want to apologise to those innocent generals over my remarks, but for one particular general my remarks stay and if he reads this, he knows who i am referring to.

2. Who was the Gen known as "Ball Pen", and asked to leave the service?
3. Remember the refurbished Skyhawks, 80 of them, who was the Airforce Gen?

Please read my comments properly.

The issue here is about retired Generals who have successfully built business empires and in the process have been corrupting serving Generals to get projects from Mindef.

My response is no retired Generals have been successful in building business empires today except the late Bri Gen Jimmy Yusoff many years ago under the banner of Aperra Group of companies.

The Armed Forces are known to be tactically proficient in the field of war, but when the tactical knowledge is misused in the field of business for self interest, they couldn't be careless of their pride as a military officer to serve the nation with trust and loyalty.

Let me expose one of the tactics used to secure a certain project especially in the Army.

A retired General will approach the serving General with a proposal for a certain equipment to be introduced to the Army. Being the crony to the ex boss, the serving General will ordered his subordinate (serving General crony) to prepare the specification of the military equipment in line with the proposal submitted. At the same time, the retired General will also liaise with the civilian counterpart. You know I know lah!(To leave no stone untouched)

When the tender is open, the company that adhere to the specifications as stipulated is sure to be in favour with the proposed equipment. Sad to say, an established and well known equipment used by renowned Armed Forces are not considered. In the end of the day, cases of obsolete equipments are introduced to the service.
"Cawangan Alat" is only a tool to the serving General.

A lot of things had been manipulated inclusive of trial, pre delivery inspections and many more. I got fed up. I better stop here before my blood pressure goes up.

May God bless the Malaysian Armed Forces and get those corrupted Generals to hell.
