CORRUPTION BY ANY MEMBER OF THE ARMED FORCES IS A BETRAYAL OF TRUST

I am encouraged at the comments received on any articles that I write concerning corruption in the Armed Forces. This simply means that the people who reads the articles are concern at what is happening to the Armed Forces, and are disgusted at the few still in uniform who have by their own stupidity and greed, shamed and tarnished the good name of the Armed Forces. The talks of corruption in the Armed Forces is not new, but I believe it has been occurring in the past. But it is only in recent times that dissenting voices against the scourge has been heard aloud, both from within and outside the Armed Forces. I suppose, the magnitude of the problem is beyond respite, and is believed to involved some that are high up in the heirachy of command.

I have received emails, letters, phone calls and even met several people who have expressed anger, disdain and disappointment at such blatant act that have brought disgrace and tarnish the noble profession of the Armed Forces. Some have given me names of person(s) involved, and I do not intend to name them here for fear that it might be wrong. But the fact remains that I now have a poor impression of the person(s) concern, although they have yet to be proven to be involved in any wrong doing. I suppose, many would have a similar impression, if the same is told to them.

I am also aware that there are some people, in their silent ways have express concern at what I have been writing in my blogweb. But let me assure them that my intention is not to smear or bad mouth anybody. I am merely trying to create an awareness among those that are corrupt and of what others perceive them to be, in the hope that they will cease immediately to be involve in such dastardly acts. But if what I write hurts, it will only be felt by those who are involved; but not those who are free of such wrong doing. It is to those people who feel hurt, that I ought to cautioned them.

Regardless of ones faith, corruption is indeed an undesirable act done by those without any sense of guilt and morality. And being a member of the Armed Forces, demands integrity, honestly, loyalty and of high moral. Those who are corrupt certainly have no place in the military society, for it is only for those who are noble. And if the corrupt have become wealthy through their misdeeds, please do not think for once that they are leading a happy life. It will be the feeling of guilt as well as the derogatory name that they carry, that will eventually 'kill' them.

I sincerely thank some of my loyal friends who have reminded me to be genial in my writings concerning corruption in the Armed Forces, for they fear that it is also damaging to the organisation, more than those involved. I am appreciative of their concern, but I could not bare watch the acts of these few thoughtless people who have brought disgrace to the Armed Forces, of which I was part off a decade ago. Some would say that I am being foolish, but it is better to be foolish than to witness the decadence of the once respectable and honourable institution, because of a few corrupt and thoughtless zealots.

Similarly, I have also being reminded by some who have ask me to continue writing until some are being dragged to prison. This can only happen if those who have access to their wrong doings makes a bold attempt to come forward to expose all that they know. And this can only come from within.

Finally, to those who love dearly the Armed Forces, fear not the truth, for truth is the only way to save the good name of the Armed Forces. One ought to remember that any misdeed that one does will invariably affect the position of the supreme commander of the Armed Forces, His Royal Highness the King to which all members of the Armed Forces have pledge to serve with unquestioned loyalty. To me, any act that brings shame to the Armed Forces is a betrayal of trust to the pledges that one has declared to His Royal Highness, and corruption is indeed a betrayal of trust.

Salam dato,

With permission.

Here's a good part, it's the irony ... even the corrupted ones will tell or teach their children not to be corrupted, that is being the giver or the receiver.

Malay saying "mengajar anak ketam berjalan lurus."

There's the legend told during the time I was in primary school. If you want to be rich the easy way, go look for "Qarun treasure." I guess graft is one of it, it's the curse of Qarun.

My dear friend,

1. Materialism and love for worldly goods blinded some military personnel into committing the greatest EVIL called "corruption". When they started to corrupt, it is hard for them to rid themselves of it. They forgot the trust they carry and they betrayed the trust given to them.

2. The DM, Armed Forces Chief and the Services Chiefs should consider the following to put things right, in respect to corruption:

a. Monthly parade and declaration of loyalty to King and Country and pledge of "Say No to Corruption".

b. Establish in-house Anti-Corruption agents under Military Police Corps and in-house Anti-Corruption Intelligence agents under BSPP.

c. Conduct Anti-Corruption campaign - include poster-campaign.

d. Establish "special rooms" for visitors (businessmen, lobbyists, middlemen, etc) at MINDEF

e. Regular audits to be conducted, both internal and external.

f. Redraft and improve on relevant and related SOP and SOAI against corruption.

g. Weed-out dishonest personnel before they rise to higher posts.

h. Declaration of assets by key personnel without fail.

i. Close watch on life-style and spending.

j. Regular lectures by MACC and qualified personnel on anti-corruption training.

k. Introduce or Redraft the Military Laws to incorporate tough anti-corruption regulations.

3. The DM MUST see to it that he means business by getting MINDEF, MAF HQ and the three Services to implement plans on anti-corruption.

4. The DM has spoken and he MUST walk his talk.

Good luck.

Dear Dato'
Corruption at MINDEF mostly involved those who call the shots and decision makers, regardless whether politicians, civilians or military personnels. For some who hold top positions, it is part of a 'retirement plan' cleaverly configured to be gained when they leave the government. It is not difficult to spot some of them as they continue to live in lavish lifestyle upon retirement.

Bottomline, MAF is not getting value for money on most procurements and acquisitions. But who really cares in in the kingdom of 1MALAYSIA,

May Allah bless the MAF.

Unknown said...

My dear friend,

If the cases of corruption in MINDEF involve only the top/high ranking officers, the Government MUST develop a plan to take good care of the would-be retirees to ensure they can live "lavishly" or "same as they are in service", they might discard the idea of being corrupted.

But if they still want to commit corruption, and when caught, they lose everything.

Think about that. Let the Government "corrupt them legally" if that is what it takes to stop corruption in MINDEF and MAF, to save some honour.

In Kuching I used to say to "friends", a neighbouring country applied that strategy which I called, "legally corrupt".

Food for thought.

in the early days, life was VERY simple and the ingredients needed for contented life is quite basic BUT nowadays city living and with the rat race plus dog eat dog mentality, life & living becomes more complicated and people STOP listening to their conscience, which is God's Guidance, to COMMON SENSE, which recognises simple truth plus cause and effect which shows there is usually a reason for everything.
,,,Problems arises when one yield to temptations which draw to wrongdoings then the state of grace and balance is then disturbed or lost !.
,,,honesty is not only imperative but NOBLE, it beautifies one's character and indeed glorifies one's life.
,,,The lack of integrity has ruined many careers as such one must gain respect and TRUST instead yaa.
,,,However, sincerity and genuine dedication are vital plus none of the falsehood and apple-polishing can culminate in lasting success.

I like the idea of "corrupt them legally". How much should the retirement be? The retirement benefit should structured to fairly compensate retiree based on factors such rank, performance, cost of living, etc.

I think our real question is why certain individual is doing corrupt practices? Are they doing it because of greed? Folks that are doing because of greed should be expel Armed forces dishonorably.

Lastly, we must provide a decent retirement benefit for our ex-servicemen. They sacrificed for our country and I'm not sure if their pension truly reflect our current cost of living. And we must not forget to take care of sick ex-servicemen like Adam Salam, 83 (Regimental No: 4043) that's suffering from acute stomach ulcer. May I know if he had been helped financially?

My dear friend,

1. Give credit where it is due. Our PM has instituted a Task-Force to investigate into the corrupt practices in the last Audit General's report. Give the TF a chance to do its job. Please do not prejudge the outcome of the investigation and actions to be taken.

2. DM should also institute a Mini-TF to investigate the corrupt practices in last Auditor general's report and the last four years, complementing PM's TF, to walk the talk. The establishment of the Mini-TF must be fast and its launching into operations swift.

3. The Mini-TF is to report its findings quarter by quarter (better still month by month) and those found in the wrong-doings or corrupted as reported in the AG's report, be charged and brought to court.

4. Swift actions by MINDEF and MAF are a MUST to ensure:

a. Justice is served.
b. Corruption is stopped.
c. Honour is restored.
d. Public confidence regained.

What make you think this DM, Ahmad Zahid Hamidi cum VP of thoroughly corrupt UMNO has enough credential to win my trust? Before he get those military and civilian officers in the corridors of power cleaned up, he must first prove himself and his party shit-free. Emmmm.....after seeing how he recently fooled and corrupted the arse-licker Generals & and soldiers in Bagan Pinang by-election, I doubt he possesses such integrity to walk his talk.

The task force instituted by the Prime Minister is a waste of time as non will be legally charged. Only administrative action take. Is this not further encouraging corruption.

Who the hell cares for demotion or put into cold storage when he has made his millions and at the end of his service still get his pension.

It showed the PM has no political will to get rid of corruption, similarly down the line all ministers, DM included will be just paying lip service to tutup mulut.

The way to fight corruption is not in just cure but also in suppression and prevention. While cure is the most difficult than any of the three ways, prevention is always better than cure.

It is too bad that in fighting corruption in the military, we have to start with cure first without which no amount of suppression and prevention can take into effect, in fact can be easily overwhelmed by the superior force of the corrupt generals and be reduced to nothing more than mere words.

To cure is to clean so said PM and I stick to that first, to what is more paramount task to ever start any initiative to fight this one persistent menace in our military, in our army.

Build in you gentlemen, your fortitude first, to fight corruption by stages and achive that mileage by mileage, so we know where we progress when we have the chart of our project, we can never be blinded and swayed away from our completion deadline, or we call that 'objective'.

Consider fighting corruption is analogous to Construction Project Management (CPM), not fighting a battle, because fighting corruption is time consuming as you all have agreed. And we need a good Project Manager, doesn't matter if he is a Tom, Dick, Harry or John Doe as long as he is a 'competent person', even if he is a no good general.

My dear friend,

1. It is for us, the Malaysian citizens, to voice out and give our constructive views and where possible constructive suggestions and actions.

2. The PM has spoken, the DM has spoken. Now, we, (news-reporters encouraged by us and we ourselves concerned veterans) should probe and ask intelligent questions to the PM and DM for them to answer.

3. Such questions could include the following:

a. Why only administrative actions? Are the administrative actions harsh enough to deter others from being corrupted?
b. Will the money "robbed" be recovered and put back into our coffer?
c. Why can't the culprits be brought to court?
d. Does the TF need to source from the private sector to investigate to bring the corrupted to justice?
e. Does the TF need to bring in experts from other countries, example Thailand, to get the job done?

4. Well, it is up to us to give our views, right and see whether we can or not bring justice to Malaysia.

5. We cannot start with a defeatist's attitude but a single-minded attitude of Malaysia can. We are Malaysia. (Listen, a lady said; "I am patient and have faith.")

,,,First of all, you and I need to get off our moral high horses and shake off the complacence that comes with 'dispassionate discussion' or, in other words, pointing fingers at others. Let's face it, that's what we have been doing for the past couple of days since this article/discussion began. We have examined society and people, but what about our own selves? For every finger that we have pointed at politicians or bureaucrats or the government, four fingers have pointed right back at us. It is time to turn the light, and the microscope, inwards.

,,,We might begin by asking ourselves: Am I incorruptible? If an opportunity comes my way, would I desist? It is easy to be a person of steadfast integrity until a temptation presents itself. What if... will I... may be... only if nobody got to know... only if I needed the money for something urgent... only if it were a life-and-death matter... Carry on.

,,,Some of the answers might surprise you for you may not really be who you think you are. I, for one, discovered that although I might be impervious to the lure of lucre, I would not be averse to bribing my way through for a driving offence. And this, when I believe both the giver and taker of the bribe to be equally guilty of corruption. Another young person who claimed a absolutely impeccable moral standards admitted to giving up a 'tip' to a clerk at a land records office.
,,,Getting rid of the kind of hypocrisy that keeps us from judging ourselves of what we believe to be incorrect in others may perhaps change the mindsets that let corruption fester.

I rest my case.

Capt Longhouse is correct about asking ourselves first. I know several of my friends steal electric from the Tenaga with modified electric meter. So, they'll get cheaper charges. Also, they're not poor too. It's our society as a whole that's corrupted.

Corruption (greed) always existed in human race. However, I'm certain there are some of us that are law abiding citizen. That's why we need to band together and start informing them the ill of bribing. We need to tell other voters the importance of voting for the right politician. Therefore we people like Dato can help educating us on the corruption in the military. With Dato's blog, I hope they might think twice before taking bribes because there are eyes looking at them.

We can't fully trust the MACC or the government to investigate corruption case. It's time for us to have the freedom of press. With free press, we can openly criticized the government. With free press, we can at least reduce some corruption. Even in America, they've corruption yet they're not as bad as Malaysia.

Lastly, it's time for us to elect people based on their character and not political party affiliation.

To maintain a strong foothold on discipline legal action must be taken against corrupted Generals and Senior Officers, imprison them and recover the money. Down the line all officers will stay in line.

Administrative action cannot be set as a precedence, it defeats the purpose of maintaining a corrupted free army. I am sure all of you would not want to follow a corrupted general into battle.

There is no two ways either you get rid of the corrupted officers or have a corrupted army.

2. The Auditor General has done his job.
3. The courses open:
a. Charge and bring the culprits to
court.
b. Take administrative actions, if course a failed.
4. Administrative actions must be harsh, perhaps harsher than court actiona to dissuade "would-be-corrupted ones.
5. What should be the harsh actions should be deliberated and those in authorities to be encouraged to include the following:
a. Stripe them of their titles and ranks.
b. Immediate termination of jobs.
c. Money taken to be pay back.
d. No gratuity to be paid, deduct from what has been taken from the people.
e. No pension.
The list can go on.

It is up to the people, through Parliament to recommend the toughest ever administrative actions against all corrupted MAF, Police and Civil Service personnel. (The good ones are on the other hand are to be rewarded.)

Fight for deterrent administrative actions to curb the greatest evil of all, the monster called corruption.

I agree we are entitled to our own views therefore I am entitled to say that because I can sense postings with intent to nothing better than to dissuade, divert and misguide from the real issue of Crusade Against Corruption.

I must remind you if you said there are those who are not happy with your blog exposing them, we cannot discard the possibility that they use your blog to serve their purpose, they just won't sit tight and let us hit them like hitting a punchbag.

Dear Dato' Arshad Raji,
The Armed Forces just like any other branch of the Public Service must embark on all out war against corruption first by educating all the rank and file right up to the top generals on the Laws pertaining to Anti-Corruption. If it is not too much, a syllabus on it, albeit a simplified version must be made compulsory and incorporated into all Armed Forces training institutions in Malaysia.
Most of us take for granted everyone knows about what constitutes an offence under the said law. A manual should be drawn up as what steps to be taken when an offence is committed. This is all part of a knowledge based effort in waging the war on corruption. Of course there is no substitute for having the will to stamp out corruption from top down. Without political will, everything else will just fall flat on our faces. If all the members of the MAF have the will, there is always the way forward and send all the guilty ones to prison.

Unknown said...

My dear friend,

1. I was in a hurry just now and had to leave the house to attend a small family function. I am back.

2. We heard the PM and DM and on what they had said.

3. The courses open to them in respect of taking actions against the wrongdoers based on the Auditor-General reports, came down to two courses:

a. Course A. Charge the wrongdoings in court when there is sufficient evidence.

b. Course B. Take administrative actions against the wrongdoers when there is insufficient evidence to bring them to court.

(We take their words for it)

4. My suggestion is, if the Government wishes to take administrative actions, the actions should be harsh enough to dissuade would-be-corrupt doers from committing corruption and the punishment severe enough to curb and reduce corruption.

5. The administrative actions should include the following:

a. Strip off the wrongdoers of their ranks and titles.

b. Terminate their service immediately if they are still serving.

c. All monies taken corruptedly must be returned in full, no matter how long it takes.

d. No gratuity to be paid to them.

e. No pension to be paid to them.

f. The wrongdoers should be considered to be declared bankrupt, if they have not returned all the monies taken.

6. The above may sound harsh but it is lighter than going to prison if Course A is effected. The aim is to bring shame to those who betrayed the trust of loyalty and to save the good name of the MAF and Malaysia.

7. Fighting within existing laws and Malaysian environment is what we must do now.

8. Changing the Malaysian Laws, including Armed Forces Council Orders and amending the Federal Constitutions is a separate exercise but it must go on simultaneously. (Here, we need a lawyer to add in his legal views.)

gsnoMy dear friend and fellow-opinion contributors,

1. It is hard to assess what the PM and DM would do to the wrongdoers (the department concerned and its "sinned-officers")as reported by the Auditor-General. The normal practice in the army before was, the commander must be held responsible and answerable, plus the actual culprits. They must pay the price. It is entirely up to the judgement of the PM and DM.

2. As for us and the general public, we can keep a close-watch and comment as we deem fit. I wish we have influence that can make the PM and DM take drastic actions against the wrong-doers without mercy and without fear and favour, regardless of the wrongdoers' ranks and positions and what they had done for the country before.

3. That is the reason I said we must have action-plans and strategies to ensure not only corruption in the MINDEF and MAF is exposed but the justice is served. Punishments are meted out, monies are recovered and returned to our coffer for the better use and well-being of the people and the veterans.

4. I am certain, the Intelligence organisations and MACC can pick up valuable information, ideas and suggestions from this blog and act accordingly. Any smart organisation worth its salt will monitor this valuable blog and make the best use of it.

5. What we say, opine and suggest are like Military Staff Officers advising the Military Commanders/Services Chiefs - PM's Principle Officers and DM's Principle Officers, Director-General of MACC and intelligence organisations. If we do not suggest sound plans, the readers may just pass us by and ignore us.
We must be solid and good.

We may differ in opinion but we must be positive, constructive and objective. We must succeed.

Good Luck.

O.K. my final take,,,

...Corruption from the point of view of the persons involved can be explained purely in terms of cognitive-instrumental rationality. While obviously corruption may be carried out in the world of business and politics (the systems of economy and state), it is not confined to these systems of society, nor does it derive its characteristics as an exchange relation from them (although the coordination mechanisms are the same).
...Corruption is a type of interaction between individuals which may take place in several social domains, and its characteristics as strategic interaction are derivative from the exchange relation it entails, that is, a transfer of so-called delinguistified steering-media (money and power).

Types of Corruption that we have to identify in our MAF and for actions to be taken against the guilty personnel ?

,,,Bearing in mind that two steering-media are capable of colonizing actions oriented at mutual understanding, two types of corruption can be identified. The corrupt interaction is executed by way of a transfer of money or of power, that is, through the monetarization or the bureaucratization of social relations.

,,,Monetary corruption can be defined as that type of corruption in which the exchange relation is carried out by way of a successful transfer of the steering-medium of money, in particular, a transfer of a sum of money in return for a service or commodity, which bypasses the legal procedure to acquire that service or commodity.

,,,In the case of monetary corruption, the exchange relation is, in communication-theoretical terms, empirically motivated by the corruptor through inducement. Empirical motivation refers to the fact that the interaction is not motivated through agreement based on bringing in arguments (rational motivation) in communicative action.
cont..
.

Capt's Longhouse said...

cont..
Note; Bribery is the classic example. The corruptor assumes the role of the economic 'producer' in that s/he suggests from a success-oriented perspective to undertake the exchange on the grounds of the value of the money s/he wants to transfer (the bribe is the product of the exchange). The corruptor can thus induce the corruptee to engage in the exchange relation backed up by a positive sanction because s/he is in possession of the money (the reward) required to carry out the transfer. The corruptee assumes the role of the 'consumer' when s/he has decided to accept the money in return for offering some good or service (the price of the exchange).

,,,Bureaucratic corruption refers to that type of corruption in which the exchange relation is carried out by way of a successful transfer of the steering-medium of power, in particular, a transfer of a position of power (an office) in return for power-supportive behavior (loyalty), which bypasses the legal procedure to acquire the position.

,,,As in the case of monetary corruption, the exchange relation in bureaucratic corruption is empirically motivated. The corruptor assumes the role of an 'administrator' and suggests to undertake the exchange because of the prospected realization of collectively defined goals through the transfer of power. The incentive to engage in this exchange, however, needs an additional basis of confidence in comparison to monetary corruption.

,,,Monetary corruption is only backed up by the possession of money, that is, by means of a material back-up. In the case of bureaucratic corruption, concrete means of enforcement offer this material back-up. But, in addition, the power-driven exchange can only be carried out when the goals of the interaction are defined as collective, in the sense of being considered beneficial to all parties involved.
...In other words, the exchange has to be accepted as legitimate in view of the shared interests it purportedly aims to fulfill. The corruptor has to use his/her definitional power to persuade or force the corruptee that the goal of the interaction is collectively valid. Unlike money, power is less quantifiable and cannot as freely circulate from one person to another because it tends to become bound to specific individuals. Therefore, bureaucratic corruption is negatively motivated by the corruptor - who is more powerful than the corruptee - through deterrence. The corruptor tries to deter the corruptee from not entering into the exchange backed-up by a negative sanction (the threat to use power) in case the corruptee would try to resist accepting the transfer. The structurally disadvantaged corruptee is forced to assume the role of 'client' and accept a position of power in return for loyalty towards the corruptor.

,,,Well guys, its a BIG challenge indeed BUT lets have faith in our justice system and gives Najib a chance to prove himself in his latest callings.??.
...Mind you, lucky am just a pilot and not a lawyer !..if not sudah lama jadi politician !! Yeop oii..hahaha.

My dear friend,

1. I like what the PM said today, "We will prove the critics wrong."" I am the PM for all Malaysians." That is very enlightening. That will help "Crusade Against Corruption" to achieve its aim more easily.

2. The MD, I hope, will take the cue from what the PM had said that the Government would prove the critics wrong. He can start by putting the house in order. As a matter of priority, he should implement the following:

a. Take prompt actions on wrongdoers based on the Auditor-General's report.

b. Issue an administrative instruction on the scourge of corruption, the preventive measures to be taken against corruption, the drastic administrative actions to be taken against corrupted personnel, civilians and military personnel alike and the court actions to be taken if there is sufficient evidence.

c. Meanwhile, draft a proposed act on anti-corruption applicable to Ministry of Defence, to be tabled in the next parliamentary sitting.

3. I wonder what should be included in the administrative instruction and the proposed anti-corruption act. What I want to see is they are effective, incorporating the points we raised, and are able to prevent and curb corruption in tne Ministry and MAF, restoring the good name.

God bless.

And Fabian that will solve your question as to who will take all what you've said to the PM, DM, MACC, etc, instead of asking us why not you do it yourself.

PM and DM and all those damn politicians can say anything about fighting corruption and yet we are no. 47 in the list of least corrupt country and you can still be proud of this government to keep on putting good words for them. What are you, another of their propaganda machine?

With the Auditor General report we lost BILLIONS due to corruption, Malaysia will get higher number next year in the list of corrupt country and Najib's NKRA in "combatting corruption" will just be mere words.

Why are you telling us all those things you've said, go tell to horses' mouth and see if those horses will take what is told by you, otherwise open up your private school to teach MACC and BPR people about fighting corruption because they are the most well equipped and well organized and well authorised to deal with corruption.

Right now we don't need those academic things, we need action, we must be the "pressure group" to this slow coach government to keep it on toe so that corruption is dealt with in the military "at the heat of the moment", not waiting for your rhetoric and ideals to be passed in the parliament, and letting those bastard corrupt get away with murder by the time we ever get your write up passed.

Stop putting those good word for your PM, DM, MACC for we are not "YO" anymore. We all can know if this government is of any good to really fight corruption in the military other than we see every now and then the most punishment is all ADMINISTRATIVE.

You have good life now and maybe good businesses and you can thank the government, but if you said your thank here in this blog to blur us from our believe on this no good government, sorry we don't buy it.

Go on talking and make all those corrupt military bastards live their filty rich life while we all suffer fighting their misdemeanours. How many more of these "collective items" we want to make as "military collectibles" that I think we have enough of them to build a muzeum for them?

How long more we must keep MINDEF as a RASUAH TEGAR area? Until we change to new government?

You stated it's hard to assess what our PM and DM would do to the wrongdoers. It seems as though you still believe in the system. We're all fellow Malaysians. I'm certain most of us are not ignorant or dumb. They have to do a lot in order to gain my trust.

What happen to Teoh Beng Hock? What happen to the speech given by the Bagan Pinang candidate at the army camp? What about Perak? What about the police involves with the Chinese triad? What about RPK case? What about PKFZ? What about the poor Malay fishermen at Johor? What happen to government workers that does not take bribe! And the list go on.

In my opinion, the only way to curb corruption is to vote wisely. Vote for candidate that fight corruption, racism, etc! Most BN politicians are too greedy, arrogant and corrupt! Remember power corrupt! Till today they still ignore our voice of discontent.

They know how to fight corruption but do they have the balls to do it! Once again, we need to educate more people about the evil doing of the government. We need to educate the kampung folks to save the country they must vote the BN out!

Fabian since you're from Sarawak I'm sure you know more about the Penan girls rape case. What about the girls being rape? Are you going to trust the government to do the right thing? The more I think of it the more I'm piss about the government.

Also, what about widespread prostitution activity in Malaysia? We know they exist. Why don't the police investigate the message parlor at Sunway? I don't need to spell out the location. I'm sure a lot of folks know the location.

My dear friend,

1. I don't understand why suddenly, some commentators are directing their "attacks" at me. We may differ in opinion and approaches on how to kill the monster, I call CORRUPTION, in line with your noble theme, Crusade Against Corruption.

2. As one living in Kuching and came from the same MAF once I seek your pardon for offending some commentators.

3. You may also know, I was in my rank Lt Col for some 16 years (half my service), without complaint. I am no politician. I am no businessman. Never even get a cent contract or a free lunch from MINDEF. I drive a 6-year old Kelesa. Before that, I drove a 28- year old Madza. I can't even afford to attend RAFOR dinner in KL. In short, I am as poor as a church mouse.

4. I hate corruption as much as any of you do. I know what it is doing to Malaysia.

5. I wish you well, my friend and the others too in your Crusade Against Corruption. I am taking my leave and continue to lie low in Sarawak.

God Bless.

The Defence Minister Zahid Hamidi, Mindef KSU, PAT, PTD, PTL and PTU have a big challenge to clean up Mindef and the military from all forms of corruption and abuse of power if they were to get the respect of the RAKYATS.

Firstly they have to clean themselves up before they can even proceed.

At the rate things are happening, it would appear that they cannot clean themselves up. Every other day we would see Minister of Defence and the Generals going on window shopping and recreations overseas with private company directors/owners around them. If you do not believe, just check where is currently the Defence Minister, which Service Chief is away and which General will go for overseas trip to-day and in next few days? Please care to confirm who are the directors and which companies are accompanying them?

When are they going golfing to Kunming, Chiengmai, Phuket or Jakarta with C-130 Hercules as being done before?

Everybody knows and yet things are happening right infront of our eyes. I have a feeling this information is known even at the highest level in the country.

So, where do we go in our fight against corruption?

Read an interview with Tunku Abdul Aziz. He made a comment about the separation of political leader and civil service. You might find this comment interesting:

Source: http://tunku-aziz.org/2008/09/03/tunku-in-dap/#more-1

Q: How much of the problems of corruption and administrative abuses are due to the fact that there is seemingly little separation between the government of the day and civil service?

A: The damage was created by the Mahathir administration. When he came in, he had no understanding of the workings of the civil service, unlike the previous PMs who were all civil servants or former civil servants. Mahathir just dispensed with their advice. He wanted to do everything according to his own standards and civil servants were marginalised. They were under threat. They felt threatened, very senior people were demoted. They became de-motivated.

And there was no longer any separation. Because what happened was second guessing, they weren’t making decisions anymore. The top civil servants weren’t even making decisions anymore because they were frightened. I used to be invited as guess lecturer at Intan to talk to very senior people and on every course, they would complain about political interference.

So one day I said to them “look, sorry to hear that, but if you are asking me for sympathy, you are not getting any. It’s your own fault. First you know the powers that you have because civil servants have more powers than ministers.” And yet they allowed these powers to be taken, abrogated by ministers. Ministers telling them what to do. And yet there are some good civil servants who would say, “Yes, minister but would you give your instructions in writing?”

I’m told that very few ministers dare to do that. You know your power, you must also know the limits of ministerial powers so that you can stand up to them and say: “Sorry, minister. It cannot be done.” This is what civil servants used to do until the time of Tun Hussein. They would say, “Yes, we would love to do that for you but it cannot be done for these reasons….” So, I think this has been a problem.

Twenty-two years of Mahathir’s administration has done considerable damage to every important national institution. Emasculated completely the judiciary, the police, the AG’s chambers, the ACA, which claimed they were independent but we all knew they were not independent. So this is why a lot of us now want good governance. Good governance merely, if it means nothing else, is about going by the book. Performing your duties according to the rules. If you just do that, I think Malaysia will be a better place.

I am following this discussion in interest, more so it has attracted so many comments.

I would also like to offer my comment as I feel it has been overlooked throughout this discussion.

What is the Provost Marshal + Kor Polis Tentera and DMI + Kor Risik doing? How is it that the situation has been allowed to deteroriate to this stage where corruption is so blatant?

There is no need to discuss about what the PM, the DM, the MACC, the PDRM can do if the miliraty's own security apparatus has been compromised so much that it has stopped functioning or been allowed itself to be manuplated so much that corruption can happen at such levels.

Then the military, the MAF has no one else to blame but itself, for allowing this corrupt practices to flourish.

IMHO, the only cure now can only come from the business end of a gun. No squimishness or pondan action like administrative action, demotion, potong gaji, berhenti awal or like is gonna solve this. A traitor can only be cured with his death.

I join Haezrikal and everyone else in wishing Happy Birthday to our Dato' Arshad and lets all pray to god for his good health and happiness.

May god bless this man who inspires us with his undying spirit in fighting evil and in restoring the good name of the military profession he once served, for we had not a soldier let alone a general who is willing to sacrifice, rather than enjoying his late life like other retired generals, for the sake of his love for the army, the king and the country.

Happy Birthday Sir.

FMZam said...

The concern of Captazhar on Kor Risik is valid, and with due respect to Lt Kol Fabian, I don't mean to insult Kor Risik other than to endorse Captazhar's suspicion based on my experience.

There's no way for us to prove that Kor Risik has been manipulated and can be manipulated by any Army Chief, but as Captazhar has put it, the telltale sign is the situation of corruption has been so widespread in our military should qualify that for an investigation.

In my conversation with a BPR Intelligence officer whereby the conversation was taped secretly without his knowledge, that officer revealed an attempt to buy him out by a team of Kor Risik personnel purpottedly on instruction from PTD, with offer of money.

I made "official" complaint regarding that to BPR, but as I said they all are birds of the same flock, the matter was settled with 'administrative' action. Of course I am not happy with that and will pursue that matter, but I am saying it here to support any theory that Kor Risik can be compromised to work as a tool for a corrupt general.

Having said that, let me tell you another instances where as a whistle blower, I believe my phone was bugged, my movements were OP (Observation Post) and someone started to find info on me and searched for my 'photo' at my former units. I believe only Risik people had that capabilities.

Sad to say instead of welcoming me as a whistle blower, the Risik went for the one who reported murder instead of the murderer. But then when that murderer I reported was the big boss of the Risik's boss.....

If because of that Risik experience made me so staunch in my skepticness with any Risik people in this blog, that's because I have no more trust in military system, for when I expressed my Risik experience to the then DMI who was my close friend in my army days, he simply kept himself in all silence so much so I broke friendship with him even when he asked for my forgiveness before he went to perform his Haj.

Well Captazhar, you are not wrong to suspect Risik until the Risik people prove my my report to BPR was wrong. I damn believe Risik is as deplorable as any untruthworth military dogs of this government, as other dogs like MACC, BPR and PDRM.

Yap said...

What has been revealed by FMZam is shocking. I had respect for Risik but now with this I have no more trust in them.

If Risik is corrutped, mil int inturn is questionable and can be manipulated to suit their bossess. I sincerely hope Risik has not gone to the extent of manipulating to destroy officers with credibility.

Thank you FMZam for exposing the problem you had.

Am I not too late to wish Dato' a happy birthday.

All these while, that is what we have been doing in this blog and in elsewhere blogs - talking, arguing, pointing, agreeing and disagreeing, in all manners, in all civility and in all maturity. It is just that how we put our ideas across this field, some soft, some hard, something and nothing, but we go on, not stopping just because of somebody goes berserking.

I am not important and none of us is. Anyone who cannot stand a writer can go to the extent of attacking his personality to kill him off from talking. But personality is not important, who's who is not important, but what we write is. Because a true fighter can sustain longer not for who he is, but for what he writes, for what he fights.

Civility? We are not that vulgar as in many other blogs. We are just fiery and fury because we can't just be soft with those bastards (sorry) who don't deserve our respect when they were in service to deserve it now when they are in the civvy street. Who are they to demand our respect just because they once made us obedience to their misdeeds, to now think they are still masters while we are slaves?

Go on blasting them for you who have the bullets to blast, for those who have no bullets then go on with your songs, the songs of our song, not of their bloody (sorry) song!

Crusade is war, it's not a reunion and even if it is a reunion, it is a reunion for war, not for partytime. So sing our war song. For those who don't sing our war song, just to bad if you are intercepted and interrupted.

Corruption doesn't deserve our respect so don't bother to be polite to corruption for it cannot make you a point to score. We must remain unconstricted in this crusade because corruption has been so SUCCESSFUL in our military because the corrupt is unconstricted in their actions.

Sun Tzu was right in saying "It is vital for victory that generals are unconstricted by their leaders", but then our corrupt generals have misconstrued it for something sinister.

When we talk about the corrupt, we are not wrong, they are the wrong, so never be apologetic in your words towards them. They are evil, they charm your tender heart so that when you meet them eyes to eyes, you cower and yield to them like a slave. Prove me wrong when you meet them in this Retired Armed Forces Officer Dinner Night.

FMZam said...

No free golf, OK?

Ingat apa renjer kata, "Kita tak tahu bila nak mati…buatlah amal ibadah utk bekalan…jangan nak buat dosa dlm usia kita ni".

Dua pegawai kanan Indonesia letak jawatan. JAKARTA 5 Nov.

I walk taller than him anytime, anywhere.

FMZam said...

Let's ponder the high standard of integrity of some public figure like Arsene Wenger, the coach for the high-flying Arsenal Football Club, when asked about his interest in taking an equity in the Club,he said "I don’t own any shares in Arsenal. I have thought about it but I felt always that I try to do the job with a good work ethic and not to be accused of any decision being taken for any personal interest. I decided not to be involved at all.” — Reuters (Malysian Insider 7 Nov 09).

It is this kind of work ethic and integrity that has transformed Arsenal into the most exciting football club in the world.Arsene Wenger does not care for the millions he would make by taking an equity in the football club instead he commits himself to a true professional. The MAF too need this type of leadership quality to transform it into an effective figthing force.

I spent about an hour this morning listening to Radio Track FM.I would say 90% of the songs are love songs ie Shower Me with Love, Ballerina Girl, You Are My Sunshine, Feeling of Love etc.The only non-love song was Buffalo Soldier by Bob Marley.

It struck my mind, why don't our local artists such as M Nassir, Siti Nurhaliza etc come up with theme songs related to corruption, such the danger of corruption to society and country etc... etc... etc.The song if it becomes a hit will surely raise the consciousness of our society.

Any song/music composer out there willing to take the challenge?

,,,money indeed is the root of all evil !
,,,But its better be at prevention stage rather than facing the temtation, if you don't mind me saying it.
,,,even when i was still in the services, i was offered a job with Sikorsky and later Eurocopter too made some pretty good offer to join them in marketing their helicopters to the MAF, but I rather not place my buddies in a position just because they know me or be involved somehow in sales cum potential corrupted dealings with my direct involvement !!..so no deal with either Companies, just to be clean and getting my hands plus serving officers dirty !. The money is really BIG and the commission of 2% can rip in rmM and am not kidding, its very very tempting I MUST admit it.
Even today, their doors are still open for me BUT as a professional aviator, I rather stay away from sales and marketing, just other consultation services plus training in safety management/accident investigation will be my bread and butter.
,,,never taken a ringgit that I don't earn honestly as yet and shall remain so until I die. Even while in the services, never made any claims that I don't deserved,,the so called N/A that others used to claim !!. Used to return back such N/A certificates back to the units that issued it to me for more than my actual stay.
,,,My dad brought me/us up well, it all starts early in one's up-bringing too. So are my kids now. Its not impossible BUT start training our children early in life about NO to corruption as one of the positive step in the crusade against corruption too yaa.
,,,now if any asshole wants to challenge me on this, please put your fingers where it belongs O.K. ??.. buddy.!!.

I am aware of Dato' Arshad's posting and comments by readers are monitored by special teams of staffs from offices of the Minister of Defence, PAT, Service Chiefs and Risik. I happened to bump into some of them whom I suggested that their "bosses" learn from these postings and comments and take positive actions to save MAF.

How I wish the "bosses" themselves sacrifice few minutes of their time after Subuh, read these comments and have a feel of frustration, disappointment, disgust and anger among many ex-servicemen over the perceived corruption in Mindef and in the military.

My personal appeal to Minister of Defence and members of the Armed Forces Council is to seriuosly take positive measures to "clean up" everybody from corruption, starting from the top to save Mindef and the MAF. It is already very late, but it is better late than never.

I know Minister Zahid Hamidi can make the change.
