AN OPEN LETTER TO THE CHIEF OF ARMY

1. I speak only for myself, and I am not implicating others in what I am about to say. I do not really care what others have to say of me, because what I about to say is only to defend what is right and to despise what is wrong that the army leadership today has done during the Bagan Pinang by-elections.

2. Never in my 33 years in the army has the army leadership been so blatant and outright foolish to go on a campaign trail in support of an election candidate; in this instant a BN candidate. It is pointless for me to explain the various occasions in which the army has been openly seen to have breached the rules regarding the neutrality of the Armed Forces in politics. I have posted a number of articles regarding this, and I invite you to read it, if you have any sense of being a responsible senior army officer.

3. I do not believe that the army leadership is not aware of such blatant acts, and I suppose they are so timid and scared shit of the politicians that there are willing to stoop so low as to become honourable servants of politicians. I have heard of a speech made by a senior army officer at a gathering in a camp in Port Dickson where some notable politicians were in attendance, and the speech is shocking and a cleverly crafted one to entice soldiers to vote for the BN candidate. How stupid and silly this officer was, to have danced to the tune of his political masters. He certainly looked more of a moron and sounded like an aging cow that is just about to be slaughtered.

4. If this is the kind of leadership that your senior army officers exhibit, then I would suggest all of you to shed off your uniforms, and start becoming the true and humble servants of politicians. You all do not deserve to wear the uniform, and if you have stars on your shoulder, please have it thrown into the dustbin. It is only the honourable and fearless officers that are entitled to adorn the uniform.

5. What had happened in Port Dickson have exposed you to public odium and a disgrace to the appointment that you hold. You have made the army a laughing stock that will be looked at in disgust. Honestly, I have never been so hard onto people that I know, but to see the examples that I saw in Port Dickson makes me boil in anger.

6. There is nothing that you can do now to correct the mistakes that the army has done by giving special preference to a certain political party and for this, you will forever be remembered as one that had brought the army shamefully to its knees.

Bagan Pinang By election result is a confirmation of the rumours that the officers and their soldiers of Malaysian Armed Forces have been corrupted by politicians.

UMNO's corrupt practices during their election at branch,division and supreme council has successfully been transfered to the soldiers of the Malaysian Army.

In Kubang Pasu the value of one vote from its members is RM 200 and in the military camp in Bandar Tentera Darat PD , berapa ?

Is the current Chief Of Army ignorant of Armed Forces Act 1972 or he has failed his capt to major exam paper on Military Law.

PTD you have set a very bad precedent by allowing politician to enter the military camp freely and am worried what will happen to the future of the Army if this situation are allowed to continue.

This same Army Chief has been speculated to have been involved in business, support his business cronies and discriminate other business people.

Now he has been indicated to have supported BN/UMNO in political campaigns including the employment of army troops in political campaign activities. In other words, he licks political masters' balls!

You are very brave and sincere to have come up with this open letter, I salute you and you have my support. Many ex-army retirees, including former seniors, have expressed disgust over the current Army Chief, but they do not have courage to speak for reasons known to them.

The Army Chief may think only the MAT and the politicians can remove him but he has forgotten that the RAKYATS too can do the same and demand him to step down for his failures and "stupidity".

The Army Chief has already missed his boat to be PAT but is he still trying? Or, is he lobbying to be an Ambassador or chairman of a GLC Company on retirement?

Enough is enough, Army General!

The welfare of the men come first, each and every time. The welfare of the officers come last each and every time. Hopefully, this famous line is still said and practised. The same should be apply to the welfare of the OLDER Veterans. The OLDER Veterans had fought two insurgencies and won and made Malaysia prosperous and stable. They had been recognised but they are yet to be REWARDED. Armed Forces Orders Volume II spells out, each and every officer/soldier are eligible to apply for 20 acres of agriculture land and a residential lot. That was like a promise for all who join the MAF. Now, especially after winning the two insurgencies, where is the reward?
It's time for the Chief of Army, the cChief of Armed Forces and the Minister to fight for the veterans who gave their all to Malaysia. Even sportmen and women are rewarded, why not the veterans. Instead of wasting more time, it's time to act.Can the Army Chief kick-start the ball and make the veterans love him too.

The quote on Monday, 12th October, is relevant. However, in my view, the contentment is both related to worldly goods and mind. As you are closer to MINDEF than I am, I feel you can do much more for the veterans than I can ever will from Kuching. You know the Director-General of Veterans Affairs department and Assistan Panglima Anggota ATM well. Please write, for their attention, on what MINDEF should reward the Veterans in the Pay-Back time after the two hard-fought insurgency wars against CPM and NKCP. AFC Vol.II reveals the possible rewards of 20 acres of agriculture land and one residential lot for each and every officer and man, is the basis to work on. Though it is not a right or agreement, it is close to it and the veterans who won the two wars for Malaysia and made it stable and prosperous deserve to the rewards. If the Government cannot fulfill in giving the land, it should be able to give in kind, houses and cash. Your great efforts will be remembered by all Veterans, some of whom have left us. The contentment of Veterans will be fuller, if they are rewarded as well as recognised. The current unhappiness and grievances need to be addressed.

My dear friend,

I will convey your regards to Dunstan and ask him to frequent Mind No Evil. I met him on 9 Oct in a Ex-Servicemen Association dinner and Abang Hamden during his daughter's wedding on 10 Oct. I met Linus Lunsong yesterday. They are doing well health-wise and financially. Dunstan is on a wheel-chair, paralysed from waist down-ward. But he is in high spirit and well remembered by the local army commanders and veterans. Linus is writing his second and third book. The second book should be completed by end of the month. His first book is "The Little Iban Warrior". Abang Hamden is a rich and upcoming businessman, specialised on food.I am a full-time pensioner, healthy and happy.

I also wonder which General started the tradition of kissing the hands of Ministers. Of course, I never had the occasion to see one even when a nephew of a PM was CAFS (PAT) then.
Just cannot guess which part of the torso they are going to kiss next

I do not disagree with you.

But let me put across to you my point of view on the dilemma faced by military commanders.

The motto 'Loyal to King and Country' may not be a straight forward one.The word COUNTRY embraces a very wide meaning including amongst other things the citizens belonging to the COUNTRY and the government they have chosen to govern the COUNTRY.Therefore LOYALTY to the COUNTRY also implies loyalty to the GOVERNMENT and PEOPLE.Right?

Even in full blown democratic institutions in the West, military leaders take orders from their political masters.What more in our type of democracy, the executive (politicians appointed to fulfill executive posts) and military institution will always work hand in glove to safeguard the national interest.Dato you cannot deny this symbiotic relationship because you were there once upon a time.And also Dato, Defence Minister visiting camps during election time is nothing new.I am sure you have seen many during your time in the military.

When the Defence Minister makes a request to visit a military camp to talk to the boys even during election time, the military can do nothing but to accede to his request because of the loyalty oath to King and COUNTRY (meaning the Government and People).

It would be wrong of course for the senior commander to address the boys exhorting them to support a particular political party.The Defence Minister on the other is at liberty to address the boys as he deems see fit in his official capacity.The Minister however, has execeeded his authority if he had allowed non-executive politicians to address the soldiers and party workers doing political canvassing in the military camp.

You have done your duty as a former senior army officer who once pledged loyalty to the King and Country. It is just a cliche for many, but I share with you this passion of the neutrality of the public service. If the public servants compromised on this fundamental principle, then they might as well be termed as " The Servile Servants " where officers are pecking from the hands of those whose horizon is as just short as their memory.
When the term " King and Country " is used, it is meant to be viewed within the context of the Federal Constitution. The King or more appropriately addressed as The Yang dipertuan Agong is the symbol of the country's sovereignty, and that he is the Head of State. The people who forms the Government come and go, but the symbol that unifies the country is the Yang diPertuan Agong. If one cannot differentiate between what is the Government and politicians who are elected representatives for a fixed term as opposed to the Government which is accountable to the people in perpetuity, then our understanding is seriously flawed.
May ALLAH S.W.T. bestow on you the steadfastness and courage to stand up for what is right and no two wrongs make a right. Syabas Dato'.

Let me illustrate with some examples of the power relationship between the Defence Minister and the military to clear the "flawed" assumption.

Some elected representatives fill executive posts as Ministers and Deputy Ministers.For example, Zahid Hamidi is the MP for Bagan Dato and at the same time appointed as the Minister of Defence.As a Minister of Defence, he has executive power over the Ministry of Defence, including the Armed Forces.

As a Minister of Defence in the Governmet he is also responsible to the nation (by virtue of his elected representative status) that the MAF can carry out its constitutional task which is to protect the sovereignty of the nation.That is why MPs can grill him during parliamentary sessions.But sad to say all these while,our MPs fail to ask the right questions.Hope the Shadow Defence Minister could keep Zahid Hamidi on his toes the next time around.

But there are limits to his executive power over the MAF, he cannot for example order the deployment of 1 RMR from Sungai Besi Camp for operational duty bypassing the military chain of command.He can however, command the Chief of Army to solve a military problem facing the nation.It is up to the Chief of Army to decide whether 1 RMR should be included in the ORBAT (Order of Battle).

The Minister of Defence has enornomus executive power over the promotion and posting of senior military officers from Colonel upwards.The Minister is the Chairman of the Senior Officers Board which deals with the promotion and posting of all senior officers.The Minister is also the Chairman of the Armed Forces Council which deals with all military matters (less military operations).

The power relationship described above means that the Military Commanders are answerable to the Minister of Defence that his troops are poised and ready at all times to answer the call of the nation.Let me therefore urge all to accept the fact that Military Commanders must at all times be LOYAL to Government (the Minister of Defence represnting the Government and the people).The country will be faced with a lot of uncertainty if we allow the MAF to cross this fine line.Only the people that have the legitimate power to change government.

2. I say, what Dato has done in his blog, establishing it and dedicating his time in writing is most admirable and should be appreciated by all serving and ex-servicemen. He had also advised his readers to be polite in their comments and stick to the topics concerned.
3. Personally, I wish to thank the Dato for establishing the blog.
4. It also provides feedbacks for the CDF, Army Chief, Navy Chief, Air Force Chief and BSPP, rightly or wrongly. It is up to them and their staff to sieve the feedbacks and reply accordingly.
5. In this way, they can feel the pulses of the serving members as well as the veterans, especially the veterans. If the soldiers and veterans had gone the other way, siding and voting for the opposition, the Government, (and in case the Defence Minister) wants to know why, so are the Chiefs wish to know, and act to rectify the situation and conditions of the affected ones.
6. Surely, in veterans grouping, there must be some strong resentment and the grievances must be identified and corrected. A happy and high morale veterans grouping will only speak good of the government and UMNO in particular.

Against the AFCI.People should now understand the differences between The Government and the party politics. Maybe run by the same people but definitely two separate entities.The defence minister representing the government to run mindef but UMNO does not run mindef.We receive our pay or pension from the govt not from UMNO.I'm not trying to teach ducks how to swim but sometimes this basic terms some people do not understand.It seems UMNO has sucessfully penetrated the last bastion in a big way now. Before, there was, but not so much if we care to remember during TDM's time. Saya hargai blog Dato’ ni kerana kita boleh suarakan pedpt dan padgan kita untuk kebaikan organisasi kita, baik yang telah pencen maupun yang msh berkhidmat. Contoh keluhan Fabian terhadap nasib veteran dan juga bekas tentera yang tiada ‘political connection’. Saya setuju pendedahan ini tapi komen yang tiada respek, dan dedahkan keburukan warga dalam organisasi, tidak kiralah manax pangkat tidaklah elok…saya tak setuju. Kita bukan organisasi awam lain, kita senantiasa dilihat oleh musuh atau bakal musuh. Mereka senantiasa mencari kelemahan kita. Saya khuatir dengan pdgan yang negatif akan akibatkan kesetiaan warga tentera tercabar dan kita boleh berpecah macam Somalia yang dahulu makmur tapi kini, Rakyatnya menderita sehingga sekarang. Soldadu sekarg bukan macam dulu dah berubah. Saya rasa saluran pribadi sesuai untuk menegur ahli kluarga kita spt dlm perjumpaan atau tulis surat. Tapi yang lemahnya saya dapati orang pencen tidak ramai yang sanggup membantu orang yang masih khidmat bagi menyuarakan keperluan mereka. Orang pencen ‘fight for themselves’. Mungkin krn orang berkhidmat tidak peduli orang pencen kut. Saya rasa kita perlu bersatu dan suarakan keperluan kita agar kita sama-sama terbela. Tapi kalau kita nak jadi juara, masuklah politik…bila menang bantulah warga tentera...itu yg betul. Tapi saya fikir ianya sama sahaja kerana manusia itu mudah lupa. PR ramai bekas tentera…adakah bekas tentera ni dapat tanah daripada PR. Sama-sama kita fikir untuk kebaikan kita. loyalty to the government. govt of the day. govt elected by the people. how? thru elections. voting is every citizen's right including soldiers. and voting is secret. in a democratic system like ours, which party to vote for is solely ours, incl the soldiers. nobody can and should dictate us, incl soldiers which party to vote. when the election result is known and the govt formed, then "loyalty to the govt" applies. it does not allow for "govt" politicians to enter canvassing for the soldiers vote, and worst still, buying their votes!

you see, corruption is down the line, right from the top to the bottom, from the general right down to the pte! i just cant imagine what will happen when soldiers can be bought over.

mindef spends huge amt of $$$ to purchase arsenals/eqpt. if u care to look back, mindef would start ordering purchases 2-3 years b4 elections. money is reqd for govt politicians' campaign esp to buy 'goodies' for the pakciks and makciks in the malay heartland come election. then, they did not know how to make use of petronas money. ltat money, tabung haji money, epf money. that's how mahathir survived 22 years, he, like isa samad, took care of everybody, incl in the armed forces. that's why kickbacks (eg rm500 mio kapal selam deal) is nothing. it is in the system estb by no other than mahathir. to avoid court actions or whatever, confer him with 'tun'. as simple as that. he said 'melayu mudah lupa'. what i see now is, malaysians 'mudah lupa'!
